The ECHR ordered the Russian authorities to pay compensation to a resident of Makhachkala for torture in police custody

The European Court found a violation of Articles 3 and 5 of the European Convention on Human Rights in relation to Ali Umarov from Dagestan and awarded him compensation in the amount of 26 thousand euros. This was reported by lawyers from the Memorial Human Rights Protection Center.

On February 1, 2018, Umarov was kidnapped in Makhachkala and taken to the department of the Center for Combating Extremism of the Ministry of Internal Affairs of Dagestan. Ali was severely beaten and electrocuted for five days. Then he was taken to the village of Tarki. There the man was allegedly discovered by patrol officers, who searched him and “found” planted items: drugs, ammunition and grenades.

Ali Umarov was forced to give false testimony and then forced to refuse a lawyer. On May 3, 2019, he was found guilty of participating in an armed group and sentenced to eight and a half years in prison.
