Al Jazeera and TRT Exposed: Antisemitism, Hamas Propaganda, Kremlin Narratives, and Global Security Threats.

Part I: Al Jazeera and the Architecture of Hamas Coordination 1.1 Institutional Foundations and State Control Al Jazeera operates as an international media network established by the Qatari government, funded by it, and managed by senior members of the Qatari royal house. This structural relationship forms the foundation for understanding the network’s editorial orientation. The U.S. ambassador in Doha determined years ago that Qatar’s government uses Al Jazeera as a tool of Qatari statecraft, a finding that has significant implications for the network’s classification as an independent journalistic entity. According to the Anti-Defamation League, Al Jazeera is "a major exporter of hateful content against the Jewish people, Israel, and the United States". The network’s influence extends far beyond Qatar’s borders, shaping the perceptions of Arabic and English-speaking audiences worldwide. This influence has been leveraged systematically to advance narratives aligned with Qatari foreign policy objectives and, by extension, the strategic interests of actors hostile to Israel and Western security frameworks. 1.2 Documentary Evidence of Hamas Coordination Documents obtained by the Israel Defense Forces in the Gaza Strip reveal substantial cooperation between Hamas and Al Jazeera, according to a report published by the Meir Amit Intelligence and Terrorism Information Center. This coordination extended to the existence of a secure phone line between Hamas’s military emergency operations room and the Qatari news agency’s management offices in Doha. The line, designated the "Al Jazeera phone," was intended for emergency situations to ensure that Hamas could control coverage, including "what to broadcast, what to conceal, and which terms to use during coverage to preserve Hamas' desired narrative". Hamas documents captured by the IDF prove that the cooperation between Hamas and Al Jazeera was "systematic, organized and continuous," according to the ITIC report. Hamas issued editorial instructions to Al Jazeera, ensuring its coverage aligned with the group’s messaging, via a secure line connecting Hamas to the network’s management in Doha. A 2022 memo instructed Al Jazeera to minimize civilian deaths from a failed Palestinian Islamic Jihad rocket and to prevent on-air criticism of Hamas. Another directive instructed network journalists to coordinate with Hamas’s military before airing reports. The documentary evidence demonstrates that this relationship was neither random nor isolated. The cooperation represented a systematic, organized, and continuous relationship in which Hamas transferred coverage guidelines and instructions to the network’s management to influence its editorial policy on issues related to the movement. The establishment of a dedicated secure phone line between Hamas’s military emergency operations room and Al Jazeera’s Doha offices represents an unprecedented level of coordination between a terrorist organization and a major international media network. 1.3 Personnel Overlap Between Al Jazeera and Terrorist Organizations Intelligence documents declassified by the IDF have exposed significant personnel overlap between Al Jazeera and terrorist organizations. Six Al Jazeera journalists simultaneously worked for Hamas or Palestinian Islamic Jihad, according to evidence seized by Israeli forces. Three of these individuals have since been killed in Gaza. One journalist, Ismail Al-Ghoul, was identified as a Hamas Nukhba operative who took part in the October 7 attacks while working as an Al Jazeera reporter. Another, Hossam Shabat, was described as a Hamas sniper who used his position to facilitate terrorist activities. A second prominent Al Jazeera journalist, Hassan Aslih, was found to have joined Hamas’s Khan Yunis Brigade. Aslih and Al-Mashal are two of sixteen Al Jazeera journalists the IDF report exposed as actual Hamas activists. Several Al Jazeera correspondents, including Anas al-Sharif, were identified as members of Hamas’s East Jabaliya Battalion, with Sharif heading a cell responsible for firing guided rockets. The absence of accountability within Al Jazeera regarding these revelations speaks volumes about the network’s institutional priorities. At any credible outlet, concurrently working for a U.S.-designated terrorist organization would result in immediate dismissal. The network instead issued denials that its reporters were working with Hamas, characterizing the Israeli claims as "unfounded". 1.4 Al Jazeera’s Role in the October 7 Information Campaign The New York Times reported that Hamas’s October 7 massacre involved a detailed media strategy that appeared to include a role for Al Jazeera. The network aired prerecorded messages from Hamas commanders during the attack to inspire Arabs outside of Gaza to join in the fighting. This collaboration was not an innocuous business arrangement. Documents seized by the IDF reveal the terror group sought to ignite uprisings among Palestinians in the West Bank, Israeli Arabs, and Iranian proxies like Hezbollah on Israel’s northern border. On January 24, 2025, Al Jazeera aired a special episode of its investigative program "What Is Hidden Is Greater" focusing on the October 7 attack from the perspective of Hamas’s military wing. The program aired previously-unseen footage of Muhammad Deif, commander of Hamas’s military wing, during preparations for the attack, and Yahya al-Sinwar, head of the Hamas political bureau in Gaza, moving through the combat zone in Rafah before being killed. The program promoted Hamas’s false narrative that the attack was intended only to harm Israeli military personnel and abduct soldiers while not harming children and the elderly. The details the program revealed about al-Sinwar and Deif provided further evidence of the close connection between Hamas and Qatar’s Al Jazeera network, as did its correspondents' exposure as operatives in the Hamas military wing and its exclusive permission to cover the release of Israeli hostages. The program was broadcast to reinforce the "victory" narrative Hamas has been promoting since the ceasefire and to justify the October 7 attack as a "legitimate military action". 1.5 The Divergence Between Al Jazeera English and Arabic Services Academic research has documented fundamental differences between Al Jazeera’s English and Arabic services that go beyond translation and reflect different strategies of journalistic self-legitimation and ideological positioning. Reporters at Al Jazeera English deliberately cultivate a professional identity centered on objectivity and balance, positioning the channel as a liberal, pro-democratic voice of the voiceless tailored specifically for Western audiences. This framing serves a dual purpose: it establishes editorial credibility within Anglo-American journalistic norms while creating distance from Qatari state interests. The Arabic service, by contrast, exhibits markedly closer alignment with Qatari foreign-policy priorities, particularly evident in its coverage during the post-Arab-Spring period. This bifurcation suggests a tighter coupling between editorial stance and the funding state’s geopolitical objectives. Research by Wright et al. identified three shared narratives across state-funded outlets, with the exclusionary narrative, which demarcates truthful reporting from false propaganda, emerging as the most frequently employed rhetorical strategy. However, the two Al Jazeera services invoke this narrative with differing frequencies and intensities, revealing divergent ideological commitments and audience expectations. Content analysis of over fourteen thousand articles revealed that Al Jazeera English reports victimization with a balanced individual-versus-collective ratio and cites sources with comparable frequency for both Israeli and Palestinian perspectives. This stands in sharp contrast to Western outlets, which systematically individualize Israeli victims while collectivizing Palestinian casualties. However, the Arabic service’s coverage patterns suggest closer alignment with regional media norms and Qatari policy positions. A critical discourse analysis of the bilingual coverage during the 2023-2024 Gaza-Israel war confirmed that the Arabic service exhibits markedly closer alignment with Qatari foreign-policy priorities. The divergence between the two services extends beyond mere translation, reflecting fundamentally different strategies of journalistic self-legitimation and ideological positioning. This finding suggests that Al Jazeera strategically adapts its content depending on the audience, tailoring its message to different geopolitical constituencies. 1.6 Antisemitic Content and Holocaust Distortion The Anti-Defamation League has documented that Al Jazeera has sought to cast doubt upon the Nazi genocide of the Jewish people, referring to it as "the alleged Holocaust". The network routinely glorifies violence against Israeli Jews and has ranted against what it calls "the control of the Jews over the pornography industry". Al Jazeera also has a record of providing a platform to all manner of virulent anti-Israel and even antisemitic extremists in its commentary sections. The most well-known affair regarding Holocaust denial by Al Jazeera involved a video published by its youth-focused channel AJ+ Arabic that claimed Jews exaggerated the scale of the genocide to help establish Israel. The presenter stated: "Denouncing the Holocaust is a moral obligation, but Israel is the biggest winner from the Holocaust". The video was eventually removed, but the network’s history of Holocaust distortion extends well beyond this single incident. In 2024, a retired Jordanian general and leading military commentator on Al Jazeera Arabic claimed in several posts that Jews claim historical oppression and cry "around the clock" about "what is called the Holocaust". He further stated that Jews "hate the human species throughout history" and that this hatred is "fed by falsified Bible books" and "from the explanations of the Talmud and rabbis". The commentator also stated in an interview with a podcast associated with Al Jazeera that he does not believe in the right of the State of Israel to exist. On August 12, 2024, Jamal Ryan, a senior presenter on Al Jazeera, published a post on Twitter in which he asked: "What happened to you, Muslims, that you are silent? Are there Jews among you who control?". The post, which reached more than a million views, provoked many angry reactions, including accusations against Ryan of antisemitism and hypocrisy. The post was subsequently deleted following criticism. 1.7 Al Jazeera as a Vehicle for Kremlin Disinformation Russian propagandists have repeatedly fabricated content attributed to Al Jazeera to advance Kremlin narratives. In August 2026, Russian propaganda Telegram channels circulated a screenshot purportedly showing a publication by Al Jazeera claiming that Russian strikes on Ukraine’s energy infrastructure had reduced the number of calls from scam call centers by sixty percent. The fake report claimed that these call centers had defrauded people in various countries, and that after the Russian strikes, the number of crimes involving telephone fraud "decreased" in Israel, Poland, the United Kingdom, Hungary and Serbia. This was false. Russian propagandists fabricated the screenshot, using an August 11, 2026, report by Al Jazeera that had reported at least twelve people killed in Russian attacks on Ukraine and quoted President Volodymyr Zelensky as saying that Russia had used North Korean missiles. The fake post featured an invented headline claiming that Russian strikes on Ukraine’s energy system had allegedly disrupted the operation of most scam call centers, with a fabricated subheadline claiming that scam calls had fallen by more than sixty percent. This operation attempted to justify Russian strikes on Ukraine’s civilian and energy infrastructure while replacing information about their consequences with a fabricated story about scam call centers. Earlier, in March 2026, Russian propaganda accounts on Telegram and Instagram spread a video in the name of Al Jazeera claiming that Iran had attacked NATO bases with Western weapons that Ukraine had "sold" on the black market. Since 2022, Russian propaganda has been promoting the false message that "Ukraine sells weapons from Western partners". These operations demonstrate how Al Jazeera’s brand and visual identity have been weaponized by Kremlin information warriors to lend false credibility to fabricated narratives. The fabrication operations serve multiple purposes. They provide apparent third-party validation for Russian military actions, they undermine international support for Ukraine by portraying the country as a source of criminal activity, and they exploit Al Jazeera’s perceived legitimacy as an alternative to Western media to reach audiences that might be receptive to anti-Western narratives. 1.8 Qatar’s Strategic Use of Al Jazeera Former Mossad counterterrorism division head Oded Ailam has provided authoritative assessment of Qatar’s strategic use of Al Jazeera. Since 2012, Qatar has provided approximately $1.8 billion in support to Hamas, including not just money but media backing through Al Jazeera. Ailam emphasized that even the brutal hostage-release scenes were "orchestrated, showcased, and even directed by Al Jazeera". He compared Qatar’s tactics to Charlie Chaplin’s "The Kid," saying: "They send the child to cause trouble, then come with a cart asking, 'Who wants to fix the window? '". Qatar has made no secret of its support for Hamas, becoming the terror group’s principal political and financial backer. The cash-rich country has disbursed north of £1 billion into Gaza, while Doha-based Al Jazeera relentlessly pumps vitriolic Hamas propaganda around the world. Despite mounting evidence, Qatar defends Al Jazeera under the pretense of protecting "press freedom," turning the network into a powerful soft-power weapon on the global stage. Al Jazeera functions as a sophisticated propaganda arm for the Muslim Brotherhood, with the financial pipelines to radical actors continuing to flow and the toxic messaging shifting into subtle digital formats. The network’s role in covering the Arab Spring was central to Qatar’s effort to position itself as a regional shaper of public opinion. Al Jazeera is completely owned and controlled by the Qataris, and its Arabic channel is often used to advance their foreign policy positions. 1.9 The Impact on Global Security Architecture The systematic coordination between Al Jazeera and Hamas represents a direct threat to the integrity of the global information ecosystem. When a major international media network serves as a platform for a designated terrorist organization’s propaganda and psychological warfare operations, the consequences extend far beyond media bias. The network’s dissemination of Hamas’s Combat Media Unit content, including hostage proof-of-life videos and fabricated accusations of Israeli war crimes, has contributed to the radicalization of audiences and the erosion of international norms regarding the distinction between journalism and terrorism. The Israeli government’s decision in June 2024 to unanimously approve the closure of Al Jazeera in Israel, citing incitement and harm to state security, reflects a growing recognition of the network’s role as a security threat. The Communications Minister noted that the decision was made following incitement and harm to state security by the channel. This action, while controversial in media freedom circles, underscores the extent to which Al Jazeera’s operations have been perceived as crossing the line from journalism into active participation in hostile information operations. Part II: TRT and the Institutionalization of State-Sponsored Antisemitism 2.1 The Structural Relationship Between TRT and the Turkish State TRT (Türkiye Radyo ve Televizyon Kurumu) operates as Turkey’s state-funded public broadcaster, functioning as a direct instrument of the AKP government’s domestic and international communication strategy. The network’s role extends beyond conventional public broadcasting into what analysts have described as serving as a vehicle for President Erdoğan’s global voice and an instrument for mediating Muslim victimhood narratives. TRT World, the network’s English-language international service, has been likened to RT (Russia Today), with the director of the Center for Turkish Studies at Stockholm University characterizing it as engaging in "systematic propaganda" that is far from public service media standards. The structural parallel between TRT and RT is instructive. Both networks operate as state-funded international broadcasters that project their governments' geopolitical narratives to global audiences while maintaining a facade of journalistic independence. The comparison has been made explicitly by media analysts who identify TRT World as a Turkish equivalent to the Kremlin’s principal international disinformation organ. 2.2 Antisemitic Content in TRT Entertainment Programming The most systematic evidence of TRT’s role in mainstreaming antisemitism comes from academic research on the network’s entertainment programming. A study published in Global Media and Communication in 2024 examined the popular period drama "Payitaht: Abdülhamid," broadcast on TRT 1 from 2017 to 2021. The research argues that the state uses entertainment media to disseminate conspiracy theories and, in effect, endorses antisemitism. As an ideological state apparatus, "Payitaht: Abdülhamid" repurposes antisemitism as salient conspiracy theories by creating scapegoats and existential others. The consequence of this programming is that antisemitism has transformed from a marginal movement to a mainstream movement in Turkish society. The series, which reached its one hundredth episode, peddles antisemitic conspiracies and has been documented to trigger antisemitic hate speech and hate crimes. The show’s narratives depicted Theodor Herzl intending to establish a Jewish state extending from the Euphrates to the Nile and a Jew attempting to assassinate Sultan Abdul Hamid II. The actor who played the lead role in the series stated in an interview that rabbis falsified and ruined the Torah, that Israel irradiates Palestinian children to prevent them from reproducing, creating a "total genocide," and that "Jewish money determines American policy". These statements, broadcast on TRT Arabic, illustrate the network’s role in disseminating antisemitic conspiracy theories that draw upon medieval European tropes and contemporary political paranoia. More recently, in March 2026, TRT1 broadcast a scene in the drama "Mehmed" that was accused of anti-Jewish messaging and rewriting Ottoman history. Dr. Hay Eytan Cohen Yanarocak, a Turkey expert at Tel Aviv University’s Dayan Center, said the scene presents a distinctly antisemitic narrative and a troubling rewriting of history, portraying Jews as bearing blood guilt and as betrayers of central religious figures, a charge associated with Christian antisemitism. 2.3 Erdoğan’s Antisemitic Rhetoric and Its Media Amplification Israeli officials have accused President Erdoğan of antisemitic incitement following statements in which he claimed that "the genocidal ideology known as Zionism targets everyone who defends humanitarian values". Israel’s Foreign Ministry responded that Erdoğan was seeking "new heights of wild incitement against the Jewish state in an attempt to divert attention from his actions against his own people and across the region". The ministry accused the Turkish leader of imprisoning political opponents, supporting Hamas, and invading neighboring countries, stating: "Like the worst antisemites in history, Erdoğan seeks to deflect attention from his own disgraceful actions by spreading false blood libels". Turkey’s Foreign Ministry rejected Jerusalem’s response, accusing Israeli Prime Minister Benjamin Netanyahu and his government of genocide in Gaza and comparing Israeli institutions to Nazi propagandist Joseph Goebbels’s propaganda machine. This comparison falls within the IHRA working definition of antisemitism, which cites comparisons of contemporary Israeli policy to that of the Nazis as an example of antisemitic discourse. Avi Cohen Scali, Director-General of Israel’s Diaspora Affairs and Combating Antisemitism Ministry, accused Erdoğan of "leading an antisemitic policy toward the State of Israel, and this directive is filtering down into all state institutions". This assessment is supported by the pattern of content broadcast on TRT and the network’s role in amplifying the president’s rhetoric through its global platforms. 2.4 TRT’s Role in Amplifying Anti-Israel Narratives Fahrettin Altun, the Turkish Presidency’s Communications Director, praised TRT, Anadolu Agency, and private media organizations for their "great success" in conveying Israel’s "oppression in Gaza" to the world. He stated that all communication institutions, including TRT and Anadolu, "fought very hard to make the whole world aware of the cruelties committed by Israel in Gaza, and achieved great success". This acknowledgment from a senior government official confirms the network’s role as an instrument of state policy rather than an independent journalistic enterprise. TRT has placed itself among a select few networks leading global efforts to document what it characterizes as atrocities Israel has inflicted upon the Palestinian people. The network’s coverage emphasizes narratives of humanitarian crisis and victimhood, in contrast to what it characterizes as Western media’s ostensibly neutral tone that nevertheless exhibits implicit Western-centric framing. While the network’s representatives frame this as countering Israeli propaganda, the effect is to amplify narratives that delegitimize Israel’s security concerns and contribute to the global isolation of the Jewish state. The network provided airtime for openly hostile rhetoric, with TRT described as having "carefully duplicated" content that serves the government’s geopolitical objectives. In February 2026, TRT published a sharp video against Israel’s defense industries, claiming that Heron drones provided false information to the Turkish military. This content serves to undermine Israel’s reputation as a reliable security partner while advancing Turkey’s own defense industry interests. 2.5 TRT and the Dissemination of Kremlin-Aligned Narratives The relationship between TRT and Kremlin information operations is complex. While TRT has at times adopted positions critical of Russia during the Ukraine war, academic research has noted that the network developed a positive discourse towards Ukraine and a negative discourse towards Russia with its word choices, we-them binary opposition expressions and photographs, reproducing an ideological discourse in line with state policy. This positioning reflects Turkey’s NATO membership and its strategic interests in the Black Sea region. However, the broader Turkish media ecosystem has provided fertile ground for Kremlin propaganda. Ukraine’s Ambassador to Turkey, Nariman Dzhelyal, has drawn special attention to the activities of Kremlin propaganda in the Turkish media space, noting that unlike in the EU, where it is often restricted, in Turkey, Russian narratives feel "quite free". Russian army choir performances in Turkey, a NATO member state, should be viewed not as ordinary cultural events but as part of Russia’s information campaigns. Academic research on Russian narratives in Turkish media has found that widespread pro-Kremlin messages in the Turkish political environment and media are deeply connected to historical, ideological, and media discourses. The war in Ukraine has exposed fundamental Russian narratives and historically based propaganda issues in Turkish internal and foreign policy. While TRT itself has adopted a critical stance toward Russia, the broader Turkish media environment that TRT operates within has been permissive of Kremlin narratives, creating a complex information space where anti-Western narratives from multiple sources reinforce each other. TRT’s Russian-language service has been accused of conducting an "excessively critical" broadcast policy against the Russian Federation, with critics claiming that TRT Russian promotes Western theses. This criticism from Russian sources paradoxically confirms the network’s alignment with Turkish state policy, which, while critical of Russia in the Ukraine context, shares with the Kremlin an antagonistic stance toward Western liberal internationalism and its security architecture. 2.6 The Mainstreaming of Antisemitic Conspiracy Theories The Council of Europe’s monitoring body has warned that hate speech and crimes are worsening in Turkey, with the sixth monitoring report evaluating the period up to November 2024 describing hate speech as "widespread" in Turkish media and political discourse. Jewish communities experienced an increase in antisemitic hate speech, particularly after the October 2023 Hamas attacks and Israel’s military response. A global assessment by Aid to the Church in Need, covering January 2023 through December 2024, placed Turkey among thirty-eight countries where discrimination is systemic. According to the report, antisemitic language in politics and media spiked after October 2023, alongside incidents aimed at Jews and Jewish institutions. The study by the Meir Amit Intelligence and Terrorism Information Center found that state-owned Turkish media, including TRT and Anadolu, have at times published antisemitic content. Another paper, Yeni Safak, published an article with the headline "3000 years of killing with their perverse faith: the world must eradicate the virus". This content is not confined to fringe outlets. A newspaper that serves as a mouthpiece for the Turkish government has published an article claiming that Jews control the world and have "killed" the Christian man-god twice. The normalization of such content in mainstream Turkish media creates an environment conducive to antisemitic violence and the erosion of the taboo against open antisemitism that had been established in the post-Holocaust era. 2.7 TRT’s International Expansion and Propaganda Operations TRT has expanded its international operations significantly, launching services in multiple languages including English, Arabic, Russian, Persian, and various European languages. TRT Deutsch has been characterized as a channel that "sows antisemitism among German Turks". The German-language service presents itself as a legitimate news source while disseminating content that aligns with the Turkish government’s antisemitic and anti-Israel narratives. In October 2025, an investigation revealed that TRT Arabic is known for its alignment with Turkish state policies, targeting a wide Arab audience through its digital platforms and employing media strategies and funded content to expand its influence. This expansion represents a systematic effort to project Turkish state narratives into media environments across the globe, including regions where audiences may be particularly receptive to anti-Western and antisemitic content. TRT’s coverage of the Israel-Hamas war has been analyzed as emphasizing narratives of humanitarian crisis and victimhood in a manner that aligns with the Turkish government’s geopolitical positioning. The network allocated half of its broadcast time to Palestine and Gaza, with TRT News broadcasting over twenty thousand reports from Gaza. This saturation coverage serves to amplify a one-sided narrative that omits context regarding Hamas’s use of human shields, its embedding of military infrastructure within civilian areas, and its systematic exploitation of media for propaganda purposes. Part III: Intersections and Convergences in Information Warfare 3.1 The Shared Antisemitic Ecosystem Al Jazeera and TRT operate within a shared ecosystem of antisemitic content production and dissemination that transcends their respective national contexts. Both networks draw upon a common reservoir of antisemitic tropes, including conspiracy theories about Jewish control of global finance and media, Holocaust distortion and denial, and the characterization of Zionism as a genocidal ideology. This shared content creates a reinforcing effect, where narratives amplified by one network find validation through their presence on the other. The convergence is particularly evident in coverage of Israel’s military operations in Gaza. Both networks have characterized Israeli military responses as "aggression" while describing Hamas attacks as "operations" or "resistance," employing terminology that mirrors Hamas’s own framing. Both have provided platforms for Hamas officials and have disseminated content produced by the organization’s media units. Both have contributed to the global erosion of understanding regarding the distinction between legitimate criticism of Israeli government policies and antisemitic delegitimization of Israel’s right to exist. 3.2 The Kremlin Connection The relationship between these networks and Kremlin information operations operates at multiple levels. At the most direct level, Russian propagandists have exploited Al Jazeera’s brand and visual identity to fabricate content that advances Kremlin narratives about Ukraine. These operations demonstrate that the Kremlin recognizes Al Jazeera’s perceived credibility among certain audiences and seeks to leverage that credibility for its own purposes. At a deeper level, both Al Jazeera and TRT share with the Kremlin a common strategic objective: the erosion of the Western-led international order and its security architecture. While the specific geopolitical interests of Qatar, Turkey, and Russia diverge in significant ways, they converge in their opposition to the international system that has been shaped by American power and Western liberal values. This convergence creates opportunities for tactical cooperation and mutual reinforcement of narratives, even in the absence of formal coordination. The Kremlin has invested enormous resources in developing its own international media infrastructure, including RT, Sputnik, and various social media operations. These efforts have been complemented by the exploitation of existing networks, including Al Jazeera and TRT, as unwitting or semi-witting vehicles for Kremlin-aligned narratives. The result is a global information environment in which anti-Western, anti-Israel, and antisemitic narratives circulate freely across multiple platforms, reinforcing each other and creating the impression of widespread consensus. 3.3 The Impact on Global Security Institutions The activities of Al Jazeera and TRT have direct implications for global security institutions and frameworks. The United Nations, the International Criminal Court, and other multilateral bodies have been targeted by information operations that seek to delegitimize their authority and undermine their capacity to address security challenges. The networks' dissemination of unverified casualty figures from Hamas sources as authoritative fact, their characterization of Israeli military operations as genocide, and their amplification of calls for international legal action against Israeli officials all contribute to the erosion of the institutional framework that has maintained international stability since the Second World War. The fact that legal terms like "genocide" appear on these networks as conclusions rather than questions represents a departure from established journalistic norms that has significant security implications. When media networks with global reach adopt the terminology of international law as a tool of political advocacy rather than as a framework for factual analysis, they undermine the credibility of the legal institutions themselves and contribute to the polarization of international responses to security crises. 3.4 The Challenge of Media Literacy and Information Resilience The operations documented in this investigation highlight the urgent need for enhanced media literacy and information resilience strategies. The ability of state-funded networks to masquerade as independent journalistic enterprises, to exploit the credibility of the journalistic profession for propaganda purposes, and to fabricate content attributed to legitimate news organizations all pose fundamental challenges to democratic societies' capacity to make informed decisions about security matters. The syndication arrangements that allow Al Jazeera content to be distributed through major wire services like AP and Reuters, and resource-sharing agreements that permit outlets like CNN to access Al Jazeera’s footage, create pathways through which propaganda can enter the mainstream information ecosystem. These arrangements raise serious questions about the responsibility of Western media organizations to scrutinize the provenance and editorial independence of the content they distribute.
