One Zheleznogorsk resident was not allowed into the town hall in his short pants. In order to get in, the man changed into a skirt right at the guard post.

Security guard working at the town hall told Tayga.info that people in shorts below the knee could enter the building. He considers the actions of the man who put on a skirt a stunt move.
