After the terrible Monday, March 29, the idea involuntarily arose that when investigating this tragedy, this or that fact of corruption will certainly pop up. And it is no coincidence. In recent years, such facts constantly appear in almost all tragic events that have claimed dozens and hundreds of human lives. Whether it is a terrorist act-the seizure of the theater center on Dubrovka in 2002 or explosions of aircraft over the Tula and Rostov regions in 2004, the technogenic accident at the Sayano-Shushenskaya hydroelectric power station in 2009 or the fire in the Perm Night Club The Lame Horse.
Today, the trouble of Russia is not just that corruption penetrated the system of power and government as part of the “rich” inheritance of the USSR. Corruption is not only a Russian problem. This is a problem for the vast majority of modern states, among which there are no more than twenty -five, quite successfully cope with corruption and, if not completely eradicated, then significantly limited it. The main trouble of our country is that over the past decade, corruption has completely suppressed freedom and competition and has become the dominant mechanism of the life of the Siamese twins-the nomenclature authority and the same business, the struggle of the ruling nomenclature-oligarchic clans for the state power privatized by them and resources as a means of enrichment.
Corruption, as rust, has passed the Russian power to the holes, destroys the state, first of all, to ensure the security and protection of its citizens, destroys the country, its natural environment and resources, and is already quite more often killing more and more people, from Kaliningrad to Kamchatka and from Murmansk to Sochi.
At the same time, one of the heads of the two -headed mutant of the Russian authorities composes national reports on the fight against corruption according to the method of Baron Munchausen, ordering each organ of power to pull himself out of his hair from a bog of corruption. And for greater importance, he publicly stomping his feet on ministers for the failure to fulfill her instructions, forgetting that love, especially selfish, as the Prince Danish Hamlet said, the magnet is more firmly than his mother, and the more such a head with all her instructions. The other head, protecting the interests of the corrupt and corrupt all around themselves, allows you to resume harmful production in the Baikal Central Bank, and let taxpayers money into the black hole of Togliatti Automobile plant, creates a zone of special innovative corruption in the suburbs. And, having completely lost itself due to the complete security of its “neck” of the protection and security organs, through the corrupt and corrupt, it orders these bodies to “picke up the terrorists from the bottom of the sewage system”, forgetting that before that she had already ordered them to “soak in the toilet”.
Anyone who seized and holds power through political corruption cannot and will not really fight corruption, since then he would have to start himself as the original source of all its manifestations and varieties. It is no coincidence that the Russian law on counteracting corruption defines it as a crime exclusively material nature, as a dacha and receiving a bribe, commercial bribery, abuse of authority and official position in order to obtain benefits for yourself or third parties in one or another material terms. However, corruption is a crime not only of a material nature. The essence of corruption in the field of public power consists in the use of the administrative resource of this power not in public interests and goals, not to fulfill its public functions, but in abuse of this resource to obtain an unlawful advantage of any nature, extracting personal or grouping both material and political benefits.
The UN Convention, whose member state has become Russia in May 2006, has established as one of the necessary measures to combat corruption a criminal offense of abuse and official position in order to “obtain any unlawful advantage”, as well as illegal enrichment, which is defined as “a significant increase in the assets of a public official that exceeds its legal legal officials. Revenues that it cannot rationally justify. ” If Russia consistently complied with this convention, today almost all Russian public officials and officials of various levels should be in prison as criminals.
The authoritarian nomenclature-oligarchic regime of the corporate type, which is currently ruled in Russia, is historically doomed to complete corruption and self-destruction. The days of this regime are numbered.
Therefore, further digging in the products of the life of this regime with a pre -known result is useless only in order to once again, collecting a small group of even the most brave and active people, publicly brand a shame. This did not affect, does not affect and will not affect either the regime itself, or the growing regime in society, or the process of self -destruction developing according to its rules. Such political pseudoactivity can be left to the Communist Party, which is traditionally specializing in the release of steam and shaking air calls to “brand a bloody regime with shame”. And at the same time organically incapable of a real confrontation. It seems that many of the Communist Party and well-known supporters of this party belong to the category of the so-called "reactive opposition", that is, those who are in the opposition of the authorities not so much for any ideological considerations, but because they simply "did not take into the team." Since the 90s, this has become a fairly common phenomenon in Russian politics.
Today, the majority of thinking citizens of Russia, really concerned about both their fate and the fate of their country, already clearly understands what the ruling regime is and what he is capable of, and the one who does not want to think will never understand this. Therefore, it is natural that according to the Levada Center, received in February of this year, 62% of Russian citizens "lives, relying only on itself and avoiding contact with the authorities."
The main thing today is to direct all joint efforts, to use all possible and acceptable for each strength and means to protect people from the agonizing in a fit of unlimited corruption of power, from miasms and convulsions of its decay. In order to hardly and smash the power on its greedy and raking hands. According to the tentacles, which she reaches out to people in order to climb their pocket and take away the means and property earned by their labor in order to deprive people of the opportunity to resist her and take away the remnants of political and civil rights and freedoms from them. By their incompetent and movable exclusively thirst for making actions, the authorities deprives people of the opportunity to live dignity and safely, pose a threat to their health, and often life. Therefore, the slogan of today should be the slogan “Power, hands off people!”. The possibility of effective implementation of this slogan demonstrates the Internet community. Recently, this is not at all a virtual community with its close -knit actions increasingly and more often forces the power and control of the television controlled by it to change the agenda and publicly respond to those events that the authorities would love to circle in silence. Examples of such events are the early liberation of Svetlana Bakhmina, the protection of the rights of the inhabitants of the village of Rechnik, numerous cases of the atrocities of police and an accident with the participation of “memberships” with flashing lights.
But there is an important task for tomorrow, which must be decided today. In order to get out of the fragments of the regime as quickly and with minimal losses, the collapse of which is a foregone conclusion and can occur at any day and hour, and recreate democratic political and state orders in the country, it is necessary to immediately begin to develop a program of specific political, economic, managerial, informational and educational measures and actions.
It is impossible to once again repeat the miscalculations of the leaders of the revolution of the 90s, when no one, except for a small group of economists, was ready and did not have at least any intelligible plan for building a new state after the collapse of the communist regime and the collapse of the USSR. The analysis of the miscalculations, as a result of which a weak democratic clearance formed in the early 90s, was tightly tightened by the nomenclature bog of the corrupt authority, and the Soviet, not only economic, but also social, political, ideological and moral crisis remained not overcome, should become the starting point for the development of the democratic revival of Russia.
