It would be interesting to find out what kind of brains of people who adopt “fateful” laws or with the same success slow down them in their offices? Ordinary people experience hunger from a lack of such information and indignation from the fact that important posts occupy unworthy.
Of course, the authorities can argue their personnel decisions (but as a rule does not do this at all) by the “authority” of scientific degrees, the multiplicity of diplomas, etc., but as shows loud “plagiarism affairs” of the last time, such a “portfolio” has the same attitude to the competence of the candidate as a computer mouse to the iPhone.
There is a significantly lacking site on which it would be possible to see, analyze, comment, any information about the education and scientific achievements of representatives of the authorities.

Incarnation: “Rosmozgi” - a network platform for civil control over the authorities and their personnel decisions from the point of view of pure science.

How it works: the instrumentation of the Rosmozgi website will make it easy to watch the level of education of any state institution, both personified and generalized in the form of statistics (for example, diagrams with the percentage of graduates of various levels of education, candidates, doctors and diagrams with scientific work theme and correlation in the report with the activities of the authorities itself will be formed)

There will also be the opportunity to compare different institutions, tearing them out of the historical context (for example, you can compare the State Duma of the 6th convocation with the first government).

It will be possible to compare in parties both inside the same Duma and in the history of its representation in parliament.
There will be a system of icons (for example, the most “smart” institution is the “golden brain” sign).

For more confused intellectuals, buttons of viewing and comments are available not only the topics of the dissertation of an official or deputy, but also reading their abstracts (copyright and other rights about secret information will not be violated, since all information will be collected from open sources: for example, with RSL.ru , where there are all the dissertations).
Filling out information. Any interested person, by pressing the “Add to the base” button, draws up a card for an official or deputy of 10-12 positions (from the name to the dissertations), by necessarily attaching links to the sources of information that are in the public domain (this item will be mandatory). Further, a group of voluntary administrators, who are possible and will not be familiar personally, (as Wikipedia) will be able to confirm and (if necessary) adjust this card.
With all statistical information, it will be possible to share on social networks and blogs, it will also be possible to comment through them.
