Dear editors!
It is cold, Russia slowly enters the long northern winter, and therefore I so want to fall into some winter hibernation. But, alas, the end of the year is a particularly restless time, and, unlike forest - but not Duma - bears, we can not hibernate in any way. The end of the year, as we all know very well, is the time of many diverse reports. For a long time getting used to this, we do not panic, but prepare to meet this harsh season fully armed.
True, not everyone has so calm this year. It’s not the first month that I have heard the walls of individual colleagues about what is happening with some grants. How, we yelled alone, we have a megagant, soon a report soon, but we have not seen money. How can we be?! Others echoed them: we won the presidential grants for young scientists, but so far we have not seen money, we are fed with promises, putting off the term of conclusion of the agreements. Still others complained that they did not see money on the FCP, and they planned serious work, they, unlike talkers from the tower, cannot borrow a bunch of maxims from the Internet to close the report on the multimillion -dollar project.
And the reasons for criticism are new. More recently, one young colleague expressed surprise that the beginning of November, and competitions for the president’s grants for young candidates and doctors of science have not yet been announced. This, they say, is unheard of, this has never happened - the program of presidential grants at the threat of a breakdown!
Naturally, where swearing and moaning, there is ripening and almost political discontent. What, they say, for the reformal itch, why could not be left as it was?! Why, more than that, it was the next reform of the science management system in the middle of the year, because it is clear to the fool what consequences the absence of a full -fledged managing body will lead to several months. There will be no one to sign orders for the allocation of money, there is no one to replace the rector, the director, or the fulfilling his duties, who has expired the term of office. There is no one to give an official response on behalf of the ministry or send a request to another ministry. In general, chaos and management paralysis at a time when you need to work and work, ensure the functioning of universities and scientific institutions.
But everything was not necessary to do this, critics continue: in the first place should not be some considerations of administrative convenience, but the interests of working people, the interests of the case.
As it usually happens with us, such colleagues demonstrate the complete absence of official reading and hypertrophied pride. Everyone judges with his swamp bumps and his pole, not understanding state reasons and imagining that he is with his small problems-and there is a navel of the earth around which everything should rotate.
But in reality, everything is quite the opposite. The ministers and the Prime Minister are important statesmen who solve problems of cosmic importance and turn on dozens, hundreds of billion rubles, and sometimes even trillions. They are so loaded with serious questions that they will have to walk around our heads, even without noticing this.
Imagine that the minister is in a hurry to a meeting on a meeting dedicated to any significant issue-administrative reform or even a national project. And what should he think about at this moment: that his report looks significant and logically flawless, or that some ordinary scientific employees do not experience inconvenience when fulfilling their few interesting projects? You just try to imagine: on the one hand - the president of Russia, a national leader, and on the other - you or me. That's it!
Therefore, colleagues, do not be angry. It is quite obvious that the reform of the Academy of Sciences, the reform of the Academy of Sciences was supposed to be brought to the logical end, to the submission of institutes to the ministry. In 2013, colleagues from academic science were simply not yet ready for this, so I had to postpone the second step for five years.
And you know, we are not Buddhist monks who carefully sweep away from our path of different bugs-drawers so as not to crush them. Everything is done with us on a scale and globally, so we are not up to the walls of small bipods. As they say, the forest is chopped - chips fly!
