Dear friends, Dissernet and the editors of Hedgehog are happy to inform you of the resumption of cooperation. We would like to announce a series of notes regarding not so much buyers as sellers of false dissertations, as well as imitating the struggle against them within the Vaca walls.

One of the main achievements of Dissernet over a year and a half of its functioning, I consider the identification of a powerful dysword industry, a network of “workshops” and “sales offices” of which covered the whole country. We have already written many times about the fact that it was the highest certification commission that is the organizing center of the fake dissertation industry. She is the main defender of the plagiators from our statements about the deprivation of the degree. And the point is not only that individual technical employees of the VAK, for example, the head of the department of scientific degrees S.V. Ignatiev, they can do what, according to the teachings of Thomas Aquinas, even God can do: to make the former not the former (namely: to make the submitted statement undemanded). The protection of crooks in Vake is organized at the highest level, through leaders and some members of the expert councils (ES), which are affiliated with the factories of fake dissertations.

When our statement (and more than 80 pieces have already been submitted) according to the next plagiator enters the Higher Attestation Commission for sending to the dissolution on the conclusion, then even if the dissertation council that has a fake degree is dispersed, caring hands in the ES will not be sent where - suddenly, more aspects, “any where” there are honest people. No, the complaints will be sent to the friendly authority, to the “factory” (i.e., the dissent), where “everyone understands everything”. And the leadership of this friendly disseral factory will throw thunder and lightning at the dissertation at the dissertation meeting, shout about the political persecution of a good scientist and convince himself that the provision on academic degrees is not written to his clients. Some craftsmen will decide on the direct forgery of the text of the dissertation; There was a case when a department of scientific degrees of Vaka went to the forgery of the conclusion of the dissociation - everything is done, just to save the client. Sometimes I am surprised at the dedication of the dishes: God with her, with academic ethics, but they are not even afraid of a direct criminal in the name of saving their reputation.

Then, when a “correct” conclusion comes from the “right” dissertation to the Higher Attestation Commission, the case goes to the expert council for a substantial consideration. The “content” consideration usually begins with the fact that the ES meeting does not allow representatives of the applicant even with a notarized power of attorney. This is because Minister Dmitry Livanov canceled in his department the action of the norm of the Code of Civil Procedure of the Russian Federation on the representative. So, he took and canceled the federal law in the walls of a single Ministry of Education and Science. As for him to a frantic printer, to the Dumans - he writes laws for himself. Throughout the country, it is possible to represent the interests of the principal by proxy, contesting the decisions of state authorities - in municipal and regional administrations, courts, police and the prosecutor's office. On behalf of the principal, it is impossible in Russia to dispute the decisions of only a single state body-the Ministry of Education and Science.

However, all this is nonsense in comparison with what awaits a statement about the deprivation of a degree in the expert council. For example, in the case of a dissertation of the head of the Strategic Planning Department and target programs of the Federal Space Agency (Roscosmos) Yuri Nikolayevich Makarov, “Experts” Vaka say that 263 pages of someone else's text are normal. And that the rules of quoting, and the provision on scientific degrees, and GOST 7.0.5 are not written for Yuri Nikolayevich. The requirement to independently write a dissertation does not apply to it. This happens with all our complaints, the only exception is the case of Galina Zhukova, devoid of degree of my application.

This is not surprising, because expert councils do not just include individual dissorters. In many of them they have a qualified majority. So, out of 45 members of the Expert Council on the industry and regional economy, 31 people are associated with the dissection mafia. The leadership of this council was 100 percent lit in one or another quality on linden protection.

In this regard, the reports that, according to the recommendations of expert councils, part of the dissociates will be reduced, bouts of laughter will cause. I can predict that just a few honest dissociators in economic sciences will fall under the knife, while filthy factories led by ES Vaka members will continue their work. Reforming the system of dissociates by ES Vaka forces is what the Gospel of Matthew is said: Satan, expelling Satan. We will not find out at what stage of their development of the ES of the Higher School of Economics were under the rule of the forces of evil, but their total amazing is completely obvious.

Dissernet in the near future plans to publish a new “guide” according to representatives of the disgusting industry within the Waka walls. The radical difference between the current publication and the previous one is the analysis of the affiliations of members of the EC VAK. The role of many members of the ES remained incomprehensible: neither as a leader, nor as an opponent of the fake, a person did not lit up - why does he sit in the Es of Vaka? The casket opens simply. Many members of the ES Vaka turned out to be “liaison” between their dissection and ES. Yes, they remained in the shade, but the circumstances indicate that it was they who provided the correct path for the documents received from their advice or helped to get to the work of their advice to complaints in the right hands.

So, the key to the dismantling of the system of trading by scientific degrees in Russia is the reform of the expert councils of the VAK. We will begin our so -so -story story about their achievements with the chairman of the already mentioned ES VAK in the industry and regional economy of Professor Boris Nikolayevich Porfiryev, working at the Institute of National Economic Forecasting of the Russian Academy of Sciences. Traditionally, the dissertered industry in Russia is concentrated at universities, but some institutions of the Russian Academy of Sciences are also not without sin.

Professor Porfiryev helped to become a candidate of sciences to a certain Evgeny Albertovich Topeche, whom we know practically nothing due to the exception that he had apparently served as the first deputy general director of CJSC “Russian Insurance Traditions Insurance Company”. Mr. Topekh with his dissertation “Evaluation and Risk Insurance in Emergency Situations caused by interruptions in the power supply of consumers in Russia” (2008) is completely uninteresting, but his supervisor, member of the dissertation council is 002.009.03, Chairman of the EX VAK for the industry and regional economy, Professor Porfiryev.

Somehow prof. Porfiryev managed not to notice that his ward almost did not write. Namely: pages 12-19, 43-44, 46-47, 68-72 migrated to the work of Mr. Topi from the doctoral dissertation of Gazprom VNIIGAZ general director Samsonov Roman Olegovich “System analysis of geoecological risks in the gas industry of the Russian Federation” (2007). And pages 20-22, 24, 32-33, 35, 38-40, 45, 48-57, 59, 62-65, 73-77, 85-87, 89-95, 105-114, 124, 126, 130, 132-133-from the dissertation of the general director of LLC SK Evgenia Evgenyevich "Insurance of Hands of Beaters" Rebelch insurance In the power supply of consumers ”(2006). At the same time, the names of Samsonov and Village are not mentioned in the tops. In general. There were no people who have Mr. Topha under the leadership of prof. Porfiryev borrowed 74 pages. Meanwhile, the links to the work of third parties move to the work of the tops along with the initial texts of Samsonov and the village and, together with the comments on them, which once again proves that the toppiece did not read these works, did not resort and did not comment.

But the most interesting is waiting for us on page 124.

What kind of dissuroresis will offer his client a dissert without meat in chocolate? Could Professor Porfiryev become a victim of deceit on the part of an unscrupulous dissertation? Given the fact that the Primorye did not study the top, but simply transferred to him data on Kaluga, collected by the village,, as it seems, the very subject of interaction between the leader and the applicant is a substantial scientific activity. It was not conducted, but there was a direct copying of the texts of other persons, with a formal substitution of data, which, thereby, became quite meaningless, because they do not belong to the declared subject of study. Therefore, in the "dissertation" we hardly believe in the non -involvement of prof. Porfiryev to move Kaluga to Primorye.

However, there are simple circumstances that will make us change the point of view. For example, we expect that at the next meeting of the ES Vaka on Economics prof. Porfiryev will raise the question of the consideration of a dissertation of the tops in connection with the facts of the fraud of experimental data. Such a conclusion cannot entailing the deprivation of the hen of the academic degree, since it falls under an amnesty committed by a decree of the Government of the Russian Federation No. 842, but no one prevents the ES Vaka from the searches for this certification case and make a judgment on it. We also expect from prof. Porfiryev of a public statement on the inconsistency of the dissertation of the tops with the requirements of Russian legislation for scientific and qualification work and the recall of the once positive review of the work of his negligent applicant. All this together will be a sufficient confirmation that the Case of the Topeh was for prof. Porfiryev with a tragic accident, and not the thread that connects the workshop of the dissection with the expert council.
