Dissernet: The results of the year

Over the two years of Dissernet's functioning, his activity has acquired a fairly impressive scale. By the beginning of 2015, more than 2 thousand examinations of linden dissertations were prepared by the dissertation community. The general statement includes about 9.7 thousand names of dissertations. Now Dissernet reveals not so much individual owners of linden degrees as a network of fake dissertations and methods of their organization. In fact, the disserter draws, in the words of Andrei Rostovtsev, a map of Russian anti -Nauka. Already now the pseudo -scientific ties of the dissectioning business in universities and scientific organizations, their division of labor and cooperation are obvious. According to our estimates, in a factory of fake dissertations, on average, 2-3 persons accompanying the defense, apart from members of the dissertation council and specialists who sent reviews, are on average for one linden dissertation. For example, in the Economic Council of the Russian State Humanitarian University for 50 linden dissertations, 150 candidates and doctors of sciences, who together covered the plagiarism. About 180 people took part in the already famous Danilovsky Council for History at the MPSU in 90 linden protection. On the network of former expert Vaka A.Yu. Egorova for 48 clients accounted for 116 accompanying people. Thus, if the observations are extrapolating, then, according to our coolest estimates, for 2 thousand examinations of linden dissertations prepared by the disserter today, at least 4 thousand (!) Persons who accompanied dishonest defenses. And if you also add members of the dissertation council, magazines, associate professors and professors who gave reviews, then the number will be even more.

In 2014, Dissernet continued to publish a series of collections of false dissertations. In cooperation with the Society of Evidence Medicine specialists, the disserter unveiled dozens of dissertations on medicine with a frauded research data (for example, blood was replaced by lymph) and incorrect borrowings. The collection was replenished with a whole series of dissertation work of firefighters, prosecutors, as well as many linden dissertations protected in one of the leading universities of the country - MGIMO. Well, of course, traditionally the disserter, daily publishes 1-2 examinations on his website.

The disserter becomes not just an indicator of the realtous of the scientist, but also the Lakmusov Paper of Reputation of the owner of the scientific degree. In 2014, the winners of the grants of the Russian Scientific Fund [1] , candidates for the Fano Commission [2] , as well as candidates for the Moscow City Duma [3] passed through the prism of Dissernet [3] . More than ten candidates for the Moscow City Duma turned out to be the owners of linden dissertations, and the case with I. Ilyicheva generally made a court decision that the information on the presence of her candidate of pedagogical sciences is not true: simply put, she never defended the dissertation, and her diploma of the candidate of sciences was made on a form stolen from Vak Blanca!

The past year was also noted by some technical innovations that allowed to automate the capture of linden dissertations. At the very end of 2013, the mill was launched by prof. Rostovtseva, who discovers the similarity of authors' texts and directs a later dissertation for verification. This innovation was fully used during 2014, dozens of dirty dissertation councils and participants in the factories of fake dissertations have already been checked. Dissernet also advanced with the visualization of linden dissertations [4] .

2014 was also associated with a number of important achievements in the field of changing the certification system of scientific personnel. The main event of the last year was the cleaning of the expert councils of Vaka. This was preceded by a lot of work of Dissernet to identify the degree of involvement of Vaka experts, which were scheduled on December 31, 2013, in the factories of linden dissertations. It turned out that many experts of the VAK (especially in the Councils on Economics and Law) are unscrupulous, involved in the activities of the support of linden dissertations, and in some cases themselves were the organizers of such factories. It should be noted that the Ministry of Education and Science and the Higher Attestation Commission, despite, gently put it, the skeptical position regarding the activities of the disserter, decided to verify the claims to specific experts of the VAK, published on the Dissernet website and in the press. As a result, at the end of October 2014, many persons noticed in dissectional activity were excluded from the expert councils of VAK. We already wrote that the cleaning turned out to be selective and affected only the tips on the economy, in which, however, there were dishonest experts [5, 6] . So the further thinning of the expert advice of the VAK remains the priority task of Dissernet.

Last year, several loud deprivations of degree and resignations occurred. So, the youngest woman, doctor of sciences Galina Zhukova, on the statement of A. Zaykina, was devoid of the degree of Doctor of Economics in the summer of 2014.

Her own sister Lidia Fedyakina is shifted from the post of rector of the Rostov State Social University for plagiarism in a doctoral dissertation, but due to the validity of the norm on the statute of limitations, she cannot be devoid of a degree. And at the end of 2014, as a thunder among the clear sky, the news sounded that at a meeting of the Presidium of Vaka, the former Minister of Agriculture Elena Skrynnik was deprived of the degree of Doctor of Sciences.

The distinguishing feature of 2014 was not a massive deprivation of degrees of appeal, but a voluntary refusal to consider the certification case in Vak. According to preliminary data for 2014, there were at least 145 such failures. It should be noted that such independent refusals to consider dissertations occur against the backdrop of the proceedings of similar problems in neighboring countries. In particular, in Romania it is allowed to abandon the degree of Doctor of Philosophy of his own free will, the corresponding law was adopted at the end of 2014. The Romanian scientific community rebelled against such a decision, demanding a public investigation and discussion of the content (that is, the presence of plagiarism) of dissertations [7] . In Russia, the discussions end in the fact that an argument is given about the action of a three -year -the -statute of limitations for an appeal, which actually deprives any meaning of a subject discussion of the issue. To date, a voluntary refusal is the only way to deprive the degrees that are dishonestly obtained on December 31, 2010.

In this regard, it is important that the deputy Dmitry Gudkov is important in 2014 on the cancellation of the statute of limitations for verification of scientific work, that is, if the law is adopted, to challenge the decision of the highest certification commission on the awarding of scientific degrees, regardless of when the dissertation was protected.

It should be noted that the actions of the disserter to expose the false scientists and factories of fake dissertations were accompanied by no less fierce opposition. The existing protesting system of dishonestly obtained scientists, when the dissertation appeal is sent to the same dissertation council, which awarded a linden degree, helps only maintain the status quo. Well, there will not be a dissertation council to carve yourself like a non-commissioned officer widow.

In addition, in the new conditions of defense of dissertations, when the texts are published before protection on the sites of organizations, Dissernet experts began to write reviews on the dissertation containing mass incorrect borrowing. It should be noted that even in the case of an obvious plagiarism, the dissertation was not posted on the board of shame, as required by the provision on the procedure for awarding scientific degrees, and scientific degrees were awarded. The disserter will also write about this.

The tasks for 2015 are extensive. This is a support of the law on the abolition of the statute of limitations when considering dissertations, continuing the cleaning of the expert advice of the VAK, the assessment of incorrect borrowings in the magazines from the VAK list, which will be formed by mid -2015, and further drawing the card of the Russian anti -Nauka.
