My God, my God, I have never seen so many police officers before. Well, they guarded me (who, you ask?) conscientiously from me. True, the young lady on the metal detector frame immediately abandoned the idea of ​​finding anything in my bag and only asked if there were any piercing or cutting objects... And she relied on my “no”, without being zealous.

So, first the good things. There were as many as four moments. The first is the presence of those who, as a result of highly observed elections, became Elected Officials of Local Government. Already known as a result of Medvedev’s meeting with students of the journalism department are Vera Kichanova, former professional player Maxim Kats and others. The faces are new! Attention!!! This is the result of all our winter efforts, and not just a statement of the fact of violations. This is forward movement, not static. But at the same time I don’t want to downplay the significance of the statement. People with specific numbers and facts are witnesses and victims. Without rhetoric, without pathos, but simply “Congratulations, citizen, having lied”... And a citizen, you know, is “popularly” elected. He obviously won’t be ashamed, but we already know everything.

I will quote my friend and colleague Masha Eismont, who quite rightly noted that you and I were dozing for 12 years, and it is not surprising that even after three whole months of civic activity, the actual victory of the lying citizen was inevitable, we still have to work with it. But why lie if you still won? To bend Moscow and St. Petersburg? Well... this will not add love to him... To hell with him, forgive me for being straightforward. But ALL, hear, ALL of these people who went to work as observers will no longer become victims of games - muscle games and carousel-continuous-cycle games. These people will already clearly understand how the lying citizen forged his victory.

Third. Events that concern society and concern specific people are identified and verbalized at the rally. PussyRiot, the case of Alexei Kozlov and the freedom of political prisoners. And finally, the last, oh-so-small positive. I moved in the crowd, and in several places narrow bottle necks formed. A stream was moving towards me, and in it was a citizen policeman, I couldn’t see his rank, but there were some stars on it. Moreover, this policeman moves nervously and clearly overtakes those who are walking with him in the same direction. And suddenly a completely civilian young man in a cap with a pompom turns to him from behind: “Mr. Policeman, you are creating a traffic jam, please turn to the right”... Oh, I thought... And the policeman - nothing, turned to the right. But enough about the positive.

The general and main negative is the lack of creativity. Parkhomenko’s three-month cycle has ended... But what about us? - the voter who has been... cheated will ask. An observer who figured out the mechanics of this scam. So now, the elections are over, forget about the inauguration? Udaltsov will sit in the paddy wagon every time he decides to walk around Moscow, and the aristocrats have finished their work? No, in this case I may or may not share Udaltsov’s sentiments, but who said that tomorrow they won’t sweep me or you out of the blue? And you, smart one, what you propose, they will ask me in response. I carefully read Podrabinek’s article. I carefully read the text of the federal constitutional law of the Russian Federation of June 28, 2004 No. 5-FKZ “On the referendum of the Russian Federation” (there, in the law, there is a lot of unpleasant things for those who want to hold a referendum. You and I did this in 2004). I called several constitutional law experts. I talked with Elena Anatolyevna Lukyanova, who is, of course, an expert on the above issue, and came to the following conclusions.

1. A referendum is needed. One of the main tasks of the League of Voters is to frame its issue(s) in a way that resonates with everyone.

2. There are several provisions in the federal law that in this case nullify all the aspirations of the protesters. For example, Article 6, paragraph 5, subparagraph 2: “ The referendum cannot raise questions about ... early termination or extension of the term of office of the President of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, as well as about holding early elections of the President of the Russian Federation, deputies of the State Duma of the Federal Assembly of the Russian Federation or on postponing the dates of such elections.”

In this case, a detailed consultation with lawyers is necessary about how the question of the scale of lies in the presidential elections of the Russian Federation may not contradict federal law. After all, this is precisely the question that concerns us today?

1. Another clause of this law (Article 7, clause 3) is an interesting clause: “ A referendum is not held in the last year of office of the President of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, as well as during the election campaign held simultaneously throughout the entire territory of the Russian Federation on based on the decision of the authorized federal body. This provision does not apply in cases provided for in parts 1 and 2 of Article 6 of this Federal Constitutional Law .” That is, it is possible to hold a referendum only after the inauguration of the lying citizen.

2. And finally, one more point of the above law - Article 14, paragraph 1, subparagraph 1:

“ The initiative to hold a referendum belongs to:

1. not less than two million citizens of the Russian Federation who have the right to participate in the referendum, provided that no more than 50 thousand of them have a place of residence on the territory of one subject of the Russian Federation or in total outside the territory of the Russian Federation;”

We already know how we collect signatures, and even within such a framework - no more than 50 thousand from one region. But what if you try to hold a referendum in Moscow or St. Petersburg? Lawyers do not deny the theoretical possibility of holding such referendums. There is a law. Moscow dated April 18, 2007 N 11 “On referendums in the city of Moscow.” What will it give? First of all, no absentee ballots. Secondly, since there were an unprecedented number of buses in Moscow with beekeepers and tourists who were sure to vote, guess how, then someone was afraid of the real Moscow picture? Well, then we'll show it. Regions that have questions will probably step up. But who will count (Chur, me...)?

In general, there are a lot of urgent problems to solve. And you have to deal with them long and tediously... And not end the three-month cycle. Or turn over the page marked “civic engagement” in your organizer and forget it forever.
