New "Extremely"?

Vladimir Putin sent his amendments to the State Duma Committee on the Law “On Countering Terrorism”. And these amendments shed light on the reasons for squabbles in the leadership of Russian special services, which at the end of December became the property of publicity. Putin proposes to include in the draft law the provisions that give the president the right to “determine the federal executive body authorized in the field of combating terrorism”, as well as “the procedure for creating a federal body and the relevant authorities in the constituent entities of the Russian Federation that ensure the activities of state authorities in the field of counteracting terrorism”.

It was still believed that the first edition of the law proceeded from this that the FSB is the body responsible for the fight against terrorism, and the Federal Anti -Terrorism Commission, which was supposed to form, was supposed to be an interagency coordinating structure. But from the amendments it follows that the Kremlin planned the creation of an essentially new special service, with authority, which even the FSB does not have now. A kind of new "Extraordinary".

In particular, the head of the future “body”, together with the governor, decides to conduct an anti -terrorist operation in the region, they also decide what forces and means of other departments (probably the Ministry of Defense, the Ministry of Internal Affairs and the FSB) are needed for the operation. That is, the director of this service can receive the territorial bodies and military units of other security forces into his submission. The owner of such powers automatically becomes one of the most influential dignitaries in the state. There is a suspicion that it was for the opportunity to take this post and flared up before the New Year of the fight between the Chekist chiefs.

There is also a suspicion that the new intelligence service will be closed exclusively on the president. Another amendment, where the armed forces are entrusted with the task of suppressing terrorist activities outside of Russia, it is said that the decision to send the army abroad is made by the President on the basis of the decision of the Federation Council. However, if we take the provisions on the new "Extraordinary", then there is no talk of any parliamentary control at all.
