Counting palaces

The head of the Accounts Chamber, Sergei Stepashin, wants to oblige officials to account for their material property. According to the new bill, civil servants will have to declare their property when entering the service, and then every year report where and what they got from them. Of course, everyone is already tired of the officials. And probably to ourselves too. But Stepashin’s proposal is just another “presumption of guilt.” It seems that the investigation and the court must prove that you are a thief, and not you Stepashin that you did not steal.
