I don't know who exactly made the decision to award honorary signs of the Ministry of Internal Affairs to people involved in the Magnitsky case. But I am sure that this decision was made at the highest level and had to be agreed with Prime Minister Putin.
Colonel Natalya Vinogradova, the curator of the investigation into the Hermitage Capital case, was recognized as an "honorary employee of the Ministry of Internal Affairs." Lieutenant Colonels Karpov and Silchenko each received the "Best Investigator" badge. They are the best. Those who, under the leadership of Vinogradova, led the Magnitsky case. Those who, according to human rights activists, are responsible for his death in prison. All those awarded, as well as Alexei Anichin, head of the Investigative Committee at the Ministry of Internal Affairs, Putin's classmate in the law faculty of St. Petersburg University, are on the list of people who may soon be denied entry to the West. Their reward is the system's response to the reaction of the West, demanding that those responsible for the death of Magnitsky be brought to justice.
Rewarding the members of the investigation team is a tough and unambiguous message: "We do not hand over our own."
For the same reason, the Investigative Committee, headed by Bastrykin, has still not found any suspects or defendants in the case of negligence and failure to provide medical assistance to the deceased Hermitage Capital lawyer. Prison doctors decided not to hand over.

Shamelessness, as you know, there is no limit. Especially if it is covered at the highest level. And on the eve of the anniversary of the death of Magnitsky, the Investigative Committee at the prosecutor's office reports: the one who died under unclear circumstances in a pre-trial detention center is not a lawyer, but an accountant. And he is involved in the theft of 5.4 billion rubles from the budget. To the very theft in which he himself accused lieutenant colonels Karpov and Kuznetsov, for the exposure of which he paid with his life.
The technology of turning the victim into the accused has long been known. It is successfully used by domestic investigators. Just one example. The most common case: in October of this year, the Naro-Fominsk city court sentenced two Uzbek guest workers for robbery to six and a half years in prison. In the case, there are testimonies of witnesses who say that the Uzbeks were severely beaten by young guys. The court reacted critically to these testimonies. The explanation of one of those who beat him is closer to the court: they beat him because the Uzbeks, threatening with a knife, demanded 500 rubles. There is no evidence that the knife belonged to guest workers, but this is not important to the court. And it does not matter that one of the Uzbeks was wounded in the leg with a firearm, that in connection with this injury “on the fact of exceeding official powers by an unidentified police officer” a criminal case was initiated. It will never be investigated. Especially now, when the guest worker received six and a half years in prison.
For a system that lives by the laws of shamelessness, it doesn't matter who you are: a brilliant lawyer for a foreign company or an unknown guest worker. If necessary, overnight you will turn from the victim into the accused. You will not be treated in prison. And if you really need it, then even after your death, when you can no longer defend yourself, you will be accused of the most terrible crimes. Just to spoil it one more time.
