The Parliamentary Assembly of the Council of Europe adopted, as expected, a very tough resolution on Russia's compliance with its obligations. Experts note that this is the toughest PACE resolution concerning Russia for the entire period of the country’s membership in the assembly. However, the worst thing - the promised transfer of control over monitoring in Russia to the Committee of Ministers of the Council of Europe - did not happen. Let us remember that because of this prospect, Duma Speaker Sergei Naryshkin even refused to go to Strasbourg for the PACE session to spite the conductor.
The resolution lists a lot - the case of Mikhail Khodorkovsky, and the case of Sergei Magnitsky, and the murder of Anna Politkovskaya and Natalya Estemirova, and the death in prison of the president of the Kitelitnedvizhimost company Vera Trifonova, and laws on libel, on NGOs, on rallies and on the dissemination of information in the Internet, and the deprivation of Gennady Gudkov of his parliamentary mandate, and even Pussy Riot, not to mention the recognition of the independence of Abkhazia and South Ossetia. Among the amendments made to the text during the discussion was the demand “to stop the political and economic pressure on the countries of Central and Eastern Europe exerted by Gazprom through gas prices.”
The Russian delegation nevertheless triumphs - the threat regarding the transfer of control has not come true. Moreover, two factions opposed it - the “Group of European Democrats” and the “European Left”. Thus, the extremely tough PACE resolution, as interpreted by Russian parliamentarians, turns out to be a victory for Russia. Meanwhile, PACE notes that the resolution is binding; In addition, the Committee of Ministers in any case monitors the situation in each member country of the Council of Europe.
Russian parliamentarians, meanwhile, note that although most of the PACE demands are unacceptable, some, according to the deputy head of the delegation Leonid Slutsky, quoted by Kommersant, “marginal positions” were removed from the document - it does not say, for example, about merging the state and The Russian Orthodox Church and Russia's policy in Chechnya.
Meanwhile, the Duma is preparing a terrible response not even to the Council of Europe, but, apparently, to the insidious States behind it. Parliamentary hearings on human rights problems in the United States are scheduled for October 22. They will talk about Guantanamo Bay prison, the American electoral system and minority rights. Well, of course, we now know that in America not only blacks are lynched, but also women are executed, Putin said.
