on the third selection of Russian-Israeli projects in the field of industrial research and development work

As part of the agreement concluded between the Government of the Russian Federation and the Government of the State of Israel on cooperation in the field of industrial R&D, the Fund for Infrastructure and Educational Programs on the part of the Russian Federation and the Office of the Chief Scientist of the Ministry of Economy on the part of the State of Israel are selecting Russian-Israeli projects in the field of industrial R&D ( The organization of the selection of projects from Israel is carried out by ISERD - the Israeli center for industrial research and development).

Project requirements:

• the project must relate to the field of nanotechnology, contribute to the development of new industries, mechanisms and tools to realize the potential of the nanoindustry;

• the product, process or service being developed as part of the project must be innovative and based on new technologies;

• the expected period of commercialization of the technology is approximately 3-5 years;

• the project must have significant volumes of potential markets in the territories of the Russian Federation, the State of Israel and world markets.

Industry focus of selected projects:

As part of the selection, it is planned to search for projects carrying out industrial R&D using nanotechnologies, including in the following areas (the list of areas is open):

• nanotechnology in medicine and healthcare;

• nanobiotechnological;

• nanotechnology in agriculture and nutrition;

• nanotechnology in new energy sources and use of natural resources;

• nanotechnology in environmental protection;

• nanotechnology in communications;

• nanotechnology in space research;

• nanotechnologies in computer science and data exchange;

• another area of ​​application of nanotechnology.

Requirements for participants:

• Participants must meet the following requirements:

Russian participant:

• carry out production activities, or be a research (university, research institute, etc.) institution, or have a team capable of implementing the research program for the Project1).

1) Have a certain material base or access to the necessary infrastructure that allows organizing research or have agreements on the use of appropriate research infrastructure.

Israeli participant:

• carry out production activities and are ready to accept technological and scientific assistance from a production or research institution.

Requirements for submitting an application:

• The application for participation in the selection must be submitted on behalf of partner participants from the Russian Federation and the State of Israel.

• The application for participation in the Selection must contain a concluded (or preliminary) Agreement of the Project Participants on the joint commercialization of the product, technology or service obtained as a result of the project, on the distribution of project costs, as well as on the settlement of issues of ownership and use of intellectual property within the project.

• The application for participation in the selection is drawn up in accordance with the requirements presented in the documentation for the selection of projects provided by: the Fund for Infrastructure and Educational Programs - for Russian participants (the application form for participation in the selection can be found at the link http://www.rusnano. com/infrastructure/other-company/niokr in the “Application Requirements” section) and the Office of the Chief Scientist of the Ministry of Economy of the State of Israel - for Israeli participants.

Application procedure:

• Application in pdf format. is sent simultaneously to the Fund for Infrastructure and Educational Programs to the email address otbor.rus-isr@rusnano.com and to the Office of the Chief Scientist of the Ministry of Economy of the State of Israel uzi@iserd.org.il.

An application sent to the Fund for Infrastructure and Educational Programs can be submitted in Russian (application can be submitted in English). The application sent to the Office of the Chief Scientist of the Ministry of Economy of the State of Israel is prepared in accordance with the requirements of the Office of the Chief Scientist of the Ministry of Economy of the State of Israel.

• If necessary, the Fund for Infrastructure and Educational Programs and the Office of the Chief Scientist of the Ministry of Economy of the State of Israel have the right to additionally request an application in paper form.

Application evaluation criteria:

The evaluation of the submitted application will be carried out taking into account the legislation, rules and procedures applied by each of the parties (Russian Federation and State of Israel), including the following criteria:

• the novelty of the proposal, the potential for its application in production and the effects created by the cooperation of project partners;

• scientific validity of the proposal;

• technical feasibility of the proposal;

• compliance with the field of nanotechnology;

• prospects for commercialization of the proposal and expected volumes of potential markets;

• the project team and their qualifications, including project partners from the State of Israel;

• justification of planned costs;

• capabilities of participating partners (availability of research staff, infrastructure, financial resources, ability to promote and develop the proposal).

Conditions for financial support of projects:

The amount of project financing, as well as the procedure for providing financing, are determined taking into account the legislation, rules and procedures applied by each of the parties (the Russian Federation and the State of Israel).

The Foundation finances the project in the form of a grant in an amount not exceeding 50% of the budget of the Russian part of the project. For example, the project budget is 7 million rubles. Of these, the amount of expected funding from the Russian Federation is 4 million rubles, from the State of Israel - 3 million rubles. The Fund for Infrastructure and Educational Programs has the right to finance the project in an amount not exceeding 2 million rubles. (50% of 4 million rubles).

The final approval of the size and schedule of project financing is carried out at the stage of project selection (before the decision is made to finance the project).

The State of Israel participant must comply with the procedures, rules and regulations of the Office of the Chief Scientist of the Ministry of Economy of the State of Israel.
