On February 7, investigators opened a second criminal case on the fact of "fraud on an especially large scale" during work on the roof of the university, the previous one - on December 20, 2010 - arose after students and teachers did not wait for automation programs for which large sums were laid out . In each case, we are talking about the loss of almost 7 million rubles.

As Novaya Gazeta reported (see No. 13 of February 7, 2011), in the summer of 2010, the roof was repaired in the building of the conservatory (an architectural monument of federal significance). SPbGK signed a contract for these works with OlimpStroy LLC in July, transferred more than 6 million 700 thousand rubles to the company's account in August, and in November water flowed from the roof. The school is still flooding. The global leak led to millions of damages, and most importantly, the cultural heritage of national importance was seriously damaged. The rector of the conservatory, Sergei Stadler, has already blamed the contractors and the former vice-rector of the St. Petersburg State Conservatory, Sergei Smolyaninov, for the incident.

However, the prosecutor's office does not believe that the causes of the state of emergency are as obvious as those responsible for it. From sources close to the investigation, Novaya Gazeta learned that so far experts cannot accurately assess the quality and scope of work performed by OlimpStroy LLC due to snow on the building. However, even he did not prevent the investigators from seeing that the roof was pierced with crowbars in several places. According to the preliminary version, the damage was caused during snow removal. How the roof of the conservatory was cleaned this winter is also now being investigated by the prosecutor's office. Since the 1.5 million budget rubles spent by the university management for these purposes, for some reason, did not save the building from a grandiose flood.

Another episode that came to the attention of the supervisory authorities was the repair of floors in the school and dormitory of St. Petersburg State Conservatory, which cost 2 million rubles and has already been accepted on paper, but in reality has not yet been completed. Meanwhile, specialists make claims about the quality and volume of already paid works.

Along the way, the investigators check how much the cost of repairing the rector's office (7.1 million rubles) differs from the actual result.

Recall that with all this trail of identified and alleged violations, the St. Petersburg Conservatory is preparing to celebrate its 150th anniversary in 2012 and is asking the Government of the Russian Federation for 3.5 billion rubles to prepare for the anniversary. On February 1, the governor of the city, Valentina Matvienko, personally turned to Prime Minister Vladimir Putin with a request to give money. There is no answer yet, but in the coming days a commission of the Ministry of Culture of the Russian Federation will conduct a financial audit of the university.
