Instead of gifts for the New Year, the children of Khamovniki will receive from the municipality and the head of the executive committee of the local branch of the United Russia party, deputy Dmitry Basharov, an offer to leave the premises of the art studio “The Birth of a Thing” (3rd Frunzenskaya 12).
From January 1, 2012, in Khamovniki there will no longer be studios with their own creative person, with a rich history and unique experience. Highly professional specialists teach here - artists and architects, enthusiasts of their craft. The attack on the studios began in early 2011, when they illegally tried to expel the studios by threatening to seal the premises. With the help of the police and city authorities, we managed to repel this attack.
Three months ago, the municipality put the studio premises up for competition without warning. As a result of the competition, it was decided to give the studio premises to the ANO “Youth Center”, which had been working with young people for only four years, and with children for less than 2 years.
Parents and teachers of the studio believe that the competition was announced and held unlawfully, and that this situation requires a detailed investigation. They do not intend to leave the studio premises; appeals have already been submitted to the prosecutor's office of the Central District and the Khamovniki district, to the investigative committee, to the court and other authorities in connection with abuse of official position by officials, as well as in connection with a possible conspiracy between the director of the Municipal Institution "Leisure Center and sports "Khamovniki", which refused to use the premises, without paying attention to the children and their parents, by the director of the ANO "Youth Center", which won the competition, and by the municipality employees.
It turned out that the director of the ANO "Youth Center" is Dmitry Basharov, a deputy of the municipal assembly from the party "United Russia" of the VMO Khamovniki, a member of the Political Council - the head of the executive committee of the Local branch of the party "United Russia" in the Khamovniki district, and he is also the head of the Youth Council of Khamovniki, and Director of the MU “CDiS “Khamovniki” A. Bryzgalova holds the position of Basharov’s first deputy in the same Youth Council. Moreover, until 2010, A. Bryzgalova was the director of the ANO “Youth Center”.
More than 250 residents of the area signed an appeal in support of the studio’s program, but the Khamovniki Municipality did not want to hear them. “We believe that our rights have been cynically violated, and United Russia deputy Mr. Basharov is discrediting the party from which he acts as a defender of the interests of the residents of Khamovniki. The main objective of the competition for premises is to search and identify a program that is actually implemented and formed on the principles of the Department of Family and Youth Policy, capable of reaching residents of different ages. We consider the decision of the VMO Khamovniki competition commission to be incompetent and will prove our position in court. We also hope for a thorough investigation by the District Prosecutor’s Office into the circumstances of this case,” parents and teachers say.
