All the election terms with the Verkhovna Rada have already been appointed and announced, there can be no “legal” president in Ukraine before May in Ukraine. As for the "will of the Crimean people", it is scheduled for March 30, and will happen even earlier. So the Russian troops will quite have time to look after so that in the Crimea they are inadvertently offended by democracy.
