Evil without a homeland

The Moscow City Duma proposes to ban mentions in the media of the nationalities of victims and suspects. The corresponding bill was approved today in the first reading. Systematic mention of nationalities in materials about crimes can, according to deputies, provoke hostility towards a particular nationality. This may well be the case. But why prescribe this? Journalists all over the world are, at the very least, able to negotiate on ethical issues; the authorities intervene only in emergency cases. We have just a little bit of a law.
