One finger
More recently, Vladimir Putin and Dmitry Medvedev were indignant together both the same. Now they are indignant apart and for various reasons. About the Sayano-Shushenskaya hydroelectric power station and a fire in the "lame horse" spoke in one words and even chopped off with anger somehow to the beat. And then the harmony was upset. One one likes Russian legality, the other is not very good. One state corporations is proud of, the other is ready to break them into shreds.
And last week it turned out to be completely funny. Medvedev took care of food prices. Previously, they say, only buckwheat, but now everything was drowned up with terrible irresistibility. Medvedev called the government to the carpet, the government appeared, but Putin, as usual, ignored the highest carpet. And what about the government without Putin? They listened to the pumping, someone even out of politeness took a pencil in his notebook. If you go to the store for your shopping next week, then you can easily make sure that the sense of this pencil is zero.
It happened in Moscow. And it is necessary that on the same day Putin arranged his indicative carpet in St. Petersburg, where he was very angry with the increase in oil prices. Previously, he says, only diesel fuel, and now gasoline, and kerosene, and oils, well, all that the motors are specified specifically, it drowned up with terrible irresistibility. Naturally, Putin did not leave this so. He ordered the Federal Antimonopoly Service (the Federal Antimonopoly Service) to bite into impudent oil monopolies. At the same time, he promised Gazprom new, even more severe laws against his heated. And Putin awarded his faithful squire Sechin for without flattery devoted. 
If in two to three weeks you need to refuel a car or a kerosene lamp, then you will easily make sure that everything remains as before-except, of course, prices. But by that time both Putin and Medvedev will be concerned about the new popular need, which will devote their next titanic efforts.
The irony of fate is not even that this very ex-General Sechin is just responsible for the state policy in the field of oil and gas. And not the funny thing that without a pause, without changing in the face, the national driver gives the chief oil refineries the highest awards for the very thing that, logically, should be removed right there. The main thing is that all this already happened. The same words, the same angry lips, the same satisfied expression of persons at the end of the television broadcast, as if an important and inhumanly difficult work, which is only well completed.
It is interesting, but what will be the economic effect if, instead of Vladimir Putin, to sit at the head of the table Arina Sharapova? And draw her a mustache for strictness? How will this affect the oil product market? Where will the price tags crawl at our gas stations?
It should be bitterly admitted that neither the mustache of Sharapova, nor the most formidable shouts of the sovereign tandem on prices can seriously affect. Here the law of the float applies. The float lowered into the water will slide over the surface, completely independently of the mass of curses addressed to him. You can, of course, bother it, but for this you should crush it with your finger.
Two parallel shows, one from the southern capital, the other from the North, are the first stage of the performance under the name "Caring for people." At this stage, the float is only threatened with a crowned finger. The second stage is also possible: with the same finger, but drowning down from top to bottom.
But the trouble is: there are a lot of floats, the country is huge, the tandem fingers once or twice were dedicated, and you still need to leave something to perform romances like "where the homeland begins." And then they are measured among themselves, whose finger is more magnificent. The problem is not so simple if you take into account the possibilities of modern computer graphics. There are such masters that you will not immediately break out where the giant of thought ends, and where his royal heels begin.
If something looks through the virtual television smoke, it is an amazing administrative weakness of both giants. Specialists have long and confidently predicted both a jump in food prices and a sharp increase in fuel. Nobody downplifies the complexity of these problems, but it was possible to do a lot to soften these painful phenomena. All those administrative measures that both Medvedev and Putin are ordered to be introduced immediately, could be safely implemented six months ago.
However, it is quite obvious that you can’t correct things with small current amendments, albeit true. State monopolies, nurtured by the regime, strangle the market. They are arrogant, lazy and powerful. They can drop a ruble from a liter of milk or diesel fuel for a day or two-but only in order to throw five tomorrow. They are not afraid of lonely threatening finger, because they know how and to whom to gild the pen.
