Such an ridiculous riot

In the exemplary zone, the exemplary and uniforms were suppressed. The UFSIN of Khakassia believes that the unrest in the colony was planned. By whom and why?

Correctional colony No. 35 (IK-35) on the outskirts of Abakan, in the Youth quarter, rebelled at 22.25 on Sunday 24 on July 24. After unsuccessful six -hour negotiations at dawn, from 5.30 to 5.50, the UFSIN special forces took the colony storm. The unrest is suppressed, the organizers of the riot Farhad Niyazov, Arsen Abramyan, Yuri Tytyshev are isolated.

Pay attention to how rapidly and clearly the organs worked. At 9.48, that is, only 4 hours after the suppression of the rebellion, the Investigative Department of the Investigative Committee for Khakassia informed the report received to them on the morning of July 25 about the disobedience of the convicts and the “currently” of investigative actions aimed at establishing all circumstances. And then, in the same release, the UK already declared the exact number of participants in the riots - 242. At the same time, at 10 in the morning, the briefing of the head of the Republican Federal Penitentiary Service Yaroslav Bazhan began, where he said that Muslims (Tajiks, Kyrgyz and Azerbaijanis) performed, who required permission to pray at any time and shouted Allahu Akbar! ” In addition to Colonel Bazhan, the chairman of the public observation commission, Valery Domozhakov and Ombudsman, Alexander Chistotin, answered questions. All of them visited the crushed colony and everyone emphasized that her pacification took place within the framework of the law.

It is impossible to find out the point of view of the participants in the riot, therefore - briefly about what can be taken from the video published by the Investigative Committee and the stories of responsible persons. Over a hundred prisoners (302 people were in total in the corps) barricaded in the sleeping room of detachment No. 5, breaking furniture and beds, knocking out windows and doors. They demanded the threat of opening the veins and cutting the throats of the most diverse: not to infringe on them and in smoking (smoking not only in the allotted places), and in the implementation of the prayer - the time of morning prayer (Fajr) and the night (Ish) does not fit into the routine (it falls during the end when the movements in the camp are prohibited). And also in the right to walk without identification stripes and not fasten the upper button. They also demanded the phone, which prompted the negotiators to think about the planning of the action. According to Bazhan, the riot-recently arrived in Abakan from Gorno-Altaysk had a task, and they had to get through to the Altai Republic-to raise the zones there. The same is assumed in the TFR: the organizers planned to contact other colonies of Siberia.

Here, in fact, is all the facts. And now questions. The rebellion and its suppression look strange-especially in the context of prisoners' excitements rich (starting from the end of the 80s of the last century). First: 242 prisoners participating in the defeat of the colony pacified only 19 UFSIN special forces. At first, the plan was considered to strengthen the assault brigade by guards, controllers and the OPSIN OPEN, but then they still decided not to attract them. These data of our source in Abakan are indirectly confirmed by the official statement that part of the special forces was in Krasnoyarsk. The fighters immediately went to Abakan, but did not have time to the beginning of the assault.

Second: no one was injured. It is impossible to believe in this by looking at the published video of the special operation. Everything is like in a movie: the fighters break into the third floor along the assault stairs, using light -school grenades, waterlets, prisoners, and dampers throwing bedside tables into them, pouring from fire sleeves. In the absence of victims, it is difficult to believe based on the history of the suppression of prison riots. However, this official statement seems to be true. In any case, one side - storming - cost, in all evidence, without wounds and injuries.

Third: according to the data from last year’s report of the Commissioner for Human Rights in Khakassia, during the “Limit of Filling” in 1010 seats, in fact, 374 convicts were contained at that time. Judging by the sites where relatives of prisoners exchange information, about their number now. That is, the TFR believes that the majority rebelled in the camp. But this zone is “red” ( the zone where the camp administration rules * - *ed. ). And for her this state of affairs is suspicious. In February 2014, the conditions for the maintenance of convicts in IK-35 were checked by members of the Presidential Council for Human Rights and the Development of Civil Society, including his head Mikhail Fedotov. There were no complaints and appeals from the convicts. Recently passed a departmental check. How could it happen that in the "red" zone nothing was known about the brewing event? Bazhan explains it simply: the organizers of the riots communicated among themselves in their own language. It is interesting what kind of “their” language is the natives of Tajikistan, Azerbaijan and Kyrgyzstan, called by Bazhan a group of instigators? What is the common language of three main actors in this group, three suspects in organizing riots - immigrants from Kyrgyzstan, Armenia and Tajikistan? Well, let the language unknown to us exists, and this trick has naught all the operational work in the colony, but why did the barricades leave the units, the majority (and the Federal Penitentiary Service does not refute the data of the TFR), who did not know anything about the breeding, ended up to the side of the rebels?

Fourth: this zone is not only “red”, it is also exemplary. It is called a "resort." In the published video of the pogrom traces (one case is destroyed from the inside - the furniture, a computer in the psychologist’s office, mirrors, pots with flowers are broken, the doors are broken), these traces are impressive, but what they cannot hide: this zone is light well -groomed buildings with excellent household rooms. Here is a wonderful stadium, the vocal and instrumental ensemble "Transit" and its own museum. Everything is fine with the work: in the workshops they sharpen local marble and collect LED lamps, the bakery is coating and baking for budget organizations, there are greenhouses, a farm, poultry farm. According to the reviews of the former prisoners (possibly consciously unkind), the administration is interested not to let go at UDU, as the colony’s economic interests suffer.

Be that as it may, this is not hell, it is a general regime, a zone for “first-time”, and why should they rebel for two or three years? The organizers even have articles ridiculous. The main one is called the convicted person under Article 166 of the Criminal Code of the Russian Federation (“Unlawful seizure of a car or other vehicle without the purpose of theft”). It is transferred from Moscow, on July 22 he arrived in IK-35 from quarantine. Together with him, two more are suspected with him. They have robbery and theft. They entered IK-35 10 days before the rebellion. From the Altai Mountain. Everyone has this first term. Two of the likely instigators would be freed in early 2018, the third-in early 2019. Now they will receive up to 15 years.

And the last absurdity, fifth. In connection with the activity of ISIS prohibited in Russia since the beginning of the year, it is noted to strengthen the struggle with the Islamists in the zones ("prison jamaats"). In January of this year, the Federal Penitentiary Service confirmed the “activation of work in this direction”, on duty emphasizing that she checked for involvement in the activities of terrorist organizations of all, regardless of religion. Previously, the bodies retouched, as far as possible, national and religious motives in any emergency, but not so long ago it seems to have come out of practice. And now we were immediately declared a Muslim trace, about the cries of "Allahu Akbar!"

For the penitentiary system of Khakassia, this topic is obviously sick: the republic is not Muslim, but 50% of its prisoners are Muslims. The following indicators are also made public: in the special contingent IK-35 Muslims-the majority (200 prisoners). At the same time, less than 20 percent, 30-40 people regularly visit the prayer room open to them.

The essence of what happened, as usual, is trivial: Islamists or those who have chosen this mask (and more and more) refuse to work, deny the regime. And the camp economy suffers. In addition to the fact that this is now an all-Russian trend-to open interethnic and inter-religious, far-fetched and there are no contradictions-now the hands of the prisoners themselves in one particular region (not a colony-throughout the region) will be restored by the status quuo.

As one of the Abakan interlocutors told me: "The abscess has been matured for a long time, opened, now everything will be in order." That's just everything says that there will be a sequel.
