The State Duma will consider on Friday an agreement on the division of powers between the federal center and Tatarstan. The bill provides that the governments of Russia and Tatarstan enter into an agreement on joint resolution of issues; the authorities of the republic have the right to provide state support to compatriots and issue citizens passports with a Tatar insert. And at this time, one of the initiators of the “Russian Project,” Andrei Isaev, calls for a transition from “national-state autonomies to cultural ones” and “denationalization of quasi-states.”
