What does it happen? For six and a half years, the head of state has been building a powerful vertical day and night in order to make this state itself controlled. For the sake of this purpose, he deprived the Russians of the right to choose governors, turned the parliament into a deposit department of the presidential administration, and intimidated businessmen. And now it turns out that his people ignore his own orders. Why, in this case, was there a garden?

Of course, we can assume that, nodding to the negligence of officials, Vladimir Putin intended to relieve himself of responsibility for what was happening. Although from the very beginning this whole vertical of power was conceived in such a way that the head of state was responsible for everything: from the gasification of the distant village to the abuse of prison authorities in the Perm Territory. But now we are just observing how this overwhelming burden presses on the president. We are observing the presidential surrender to our own bureaucracy.
