399 Duma deputies voted for the amendment prohibiting US citizens from adopting Russian children, introduced by deputy Evgeny Fedorov. 17 deputies voted against, one abstained, 30 deputies did not vote. 388 deputies voted for the amendment introduced by Ekaterina Lakhova and Elena Afanasyeva, which included a ban on the activities of intermediary bodies and organizations in Russia and the termination of the agreement between Russia and the United States on cooperation in the field of adoption. 15 deputies voted against, 36 deputies did not vote. Before the vote, the head of the United Russia faction, Vladimir Vasiliev, said that the faction would vote according to its conscience. Well, that's the kind of conscience these people have. However, the peasants stood up for themselves - they showed that the opinion of ministers, even Foreign Minister Sergei Lavrov and Deputy Prime Minister Olga Golodets, as well as the speaker of the upper house, is not a decree for them. Earlier, Medvedev, at the United Russia congress, reproached Russian society for the fact that we do not adopt enough of our own children, but did not speak out against the initiative to prohibit adoption by US citizens. Putin's press secretary Dmitry Peskov noted that the executive branch has a calmer position than the legislative branch, but the reaction of the Duma is understandable.
The amendment prohibiting Russians with American citizenship from being members or leaders of NGOs engaged in political activities, and banning the activities of political NGOs financed from abroad and posing a threat to Russian interests, of course, was also adopted. 400 deputies voted for the bill in the second reading, four were against, two abstained, and 40 deputies did not vote.
On December 21, the bill on measures of influence on persons involved in violating the rights of citizens of the Russian Federation, to which the amendments described above were included, should be adopted in the third reading. It is expected to come into force on January 1. Let us remind you that this bill is an asymmetric response to the Magnitsky Act adopted in the United States.
