Он отметил, что Председатель Правительства Владимир Путин еще летом дал указание разработать соответствующий механизм компенсации проезда школьников и студентов на железнодорожном транспорте. Напомним, что решением совета директоров РЖД с 2005 году был предоставлен льготный проезд в поездах пригородного сообщения и дальнего следования для студентов и школьников за счет прибыли компании. Подобные решения принимались каждый последующий год, и действие последнего из них закончилось с завершением 2007-2008 учебного года. Решения о дальнейшем финансировании льготного проезда учащихся с 1 сентября в масштабе всей сети железных дорог Совет директоров ОАО "РЖД" не принимал. Поэтому, если правительство РФ не примет постановление о льготном проезде учащихся, то с 1 сентября 2008 года проезд учащихся образовательных учреждений общего и профессионального образования на железнодорожном транспорте дальнего следования и пригородного сообщения будет производиться за полную стоимость по установленным тарифам. В ряде субъектов РФ предоставление учащимся льготного проезда в пригородном сообщении закреплено законодательно, и оформление проезда учащихся осуществляется в соответствии с условиями договора, заключенного между субъектом РФ и железной дорогой. В соответствии с принципами государственной политики РФ в сфере поддержки молодежи и, учитывая социальную значимость перевозок студентов и школьников в учебный период, субъектам РФ, у которых нет подобного договора договоров с железной дорогой, рекомендуется его заключить либо принять законодательный акт о предоставлении льготного проезда учащимся в пригородном сообщении. Напомним, общая сумма выпадающих доходов РЖД в 2007 году составила 1.687 млрд руб. (в том числе в дальнем следовании - 752 млн руб.). За I полугодие 2008 года выпадающие доходы компании от предоставления школьникам и студентам льгот составили 1.097 млрд руб. А если льготы для студентов и школьников будут сохранены, выпадающие доходы РЖД во II полугодии составят более 895 млн руб. ОАО "Российские железные дороги" создано 1 октября 2003 года на базе министерства путей сообщения. 100% акций компании, владеющей железнодорожной сетью протяженностью 85.5 тыс. км, принадлежат государству. Уставный капитал РЖД составляет 1.54 трлн руб. Он разделен на 1541697819 обыкновенных именных акций номиналом 1 тыс. руб. Each.
