Transit (7)
So what determines the shift of the trajectory of the movement of our country towards the "security dictatorship"?
I understand that the latest events, such as Medvedev’s nomination for the title of successor, can create the impression (possibly justified) transition to another trajectory. Firstly, the mentioned fact does not cancel the previous diagnosis. Secondly, we will return to this plot later, when it comes to scenario crossings.
Now consider a shortened list of changes made by the political regime both in itself and in the country. I am sure that readers will easily complement him. As a reference point, I take 2001, since it is on it that we have to determine the position of our country, illustrated in the diagram given in the fifth article of the Transit cycle.
First: the independence of branches and levels of power, other autonomous institutions, including public ones, was completely destroyed. Let us recall that this systematic work began back in 2000, immediately after two election campaigns. The first steps were aimed at establishing control over regional authorities and influential federal television channels. Try to ask yourself the question: what makes them do the first victims? Right. Both of them have a significant impact on the outcome of the elections. By the joy of Victory, fear began to mix in the same way as in 1999-2000, someone else can win the victory. Therefore, it was then that the construction of a system began, which was supposed to ensure the predictability and controllability of elections.
Of course, other motives appeared. But how is it easy to make sure no matter what the authorities do in the field of rebuilding the political system and constitutional institutions, everything was suitable for solving the first and main task. An example is the judiciary.
Say, a significant increase in the wages of judges could be interpreted as a useful step that strengthens the independence of the judiciary. But this increase was carried out simultaneously with the embedification of judges into a bureaucratic vertical by increasing the dependence of judges on the judicial bureaucracy and a decrease in irremovability guarantees. Therefore, increasing the wages of judges works to consolidate their dependence. As a result, "Basmann Justice" appeared. And controlled judges are a convenient tool for solving the problems of election management. It is no coincidence that the first steps to eliminate political competition were taken by the hands of obedient justice. Then they got involved.
I want to emphasize: I do not claim that those who directly engaged in the destruction of the independence of the judiciary acted with a pre -thoughtful intention to limit and then destroy political competition. The actions of various screws of the current supposedly state machine are united by one rudimentary reflex, characteristic of the first statesmen of the time of modern (XVII -XVIII century): to simplify everything and take control of everything. This is in the subcortex, this is part of the worldview, if this word is appropriate here. Moreover, the founders of the supercontrol of justice acted from good intentions, for example, to reduce corruption in the courts. They are not guilty in the consequences, they wanted the best. Well, who is to blame that they did not understand what they were doing? As a result, WaldsterBe. Corruption in the courts has grown. And such an achievement as a controlled court quickly found application. First - in the elimination of political competition (security - first of all), and then, on the scope of locusts, in the robbery (the Khodorkovsky case is just one example).
This is not the first time that some civilizational achievement finds unexpected and various applications. I already wrote about the writing of symbols with the help of which the priests communicated with the gods. Another example is better known: remember how dashing the Western civilization applied gunpowder, invented by the Chinese for entertainment purposes.
The destruction of autonomous institutions lasted all eight years. The establishment of control over the regions was crowned with the abolition of the governor's elections. They did not cancel the election of mayors. Just before the elections, they held a series of demonstrative arrests of the mayors. Please note that now the arrests are over. The vertical control over the elections was built - and worked.
A separate story is elected legislation. The new election system, established by the Kremlin, is unique in its possibilities for manipulating the results of the elections. This is its direct function. But there is a side effect.
In one international study, the authors tried to assess the influence of electoral systems on the level of corruption in the country. They qualified all the variety of electoral systems using two variables. The first is the degree of accountability (induced by the electoral system itself) elected to voters. The second is the level of barriers to enter the political market (for example, the value of the percentage barrier for passing into the legislative body). It was found that the less accountability and above the barrier, the greater corruption in the country.
And now I remind you: the election system accepted by our power elite is a record system for giving deputies from voters and the level of barriers. Here, of course, it is difficult to establish causal relationships: the exit from the control of voters and the establishment of a monopoly on the political market create conditions for the growth of corruption. But, on the other hand, corrupt regimes seek to dig out and adopt protective laws like our election law for this. Perhaps, of course, the mutual influence of the two factors.
Finally, I will mention the attack on public organizations, begun in 2004. It is interesting that here the main stimulus was fear: an example of orange revolutions in a wave of protest against violence against political competition. Examples of Serbia and Ukraine were very indicative. Moreover, the very fact of the use of orange revolutions as an argument for all kinds of actions is equal to recognition: “Yes, we intend to deceive, slaughter, and rape the law. And no one has the right to stop us! ” Moreover, all funds went into business. Terrorism was especially useful. The authorities created an ideologically-norming complex, "terrorism-extremism-opposition-criticism." The propaganda coupling was transformed into a normative one. All this is before my eyes, all this acts.
I would continue the analysis of examples, but we must move on.
Second: the threshold of violence against people has been overcome (torture, political killings, gross forceful suppression of mass protest) . In nature, everything is interconnected. In social nature - even more so. Signals, often unconscious, sent by the supreme power, are converted as it descends to all kinds of performers in accordance with their understanding of the proper and permitted.
A couple of years ago, figures from Old Square and their full -time propagandists loved the next trick. As soon as they began to criticize them, they ironically began to pester something like the next: “Well, yes, you still say the“ bloody regime ”. A deadly effective technique, as it seemed to them. Now he is not in use. The reason is simple - the regime has become bloody. It's not about blood rivers. We are talking about banal widespread torture, when, for example, pencils are clogged into the nostrils. We are talking about the National Bolsheviks, beaten by bats under the leadership of the rank of presidential administration. We are talking about the scored by modern gendarmes Yure Chervochkin from Serpukhov. We are talking about the dusty, killed and thrown by the figures of law enforcement agencies. We are talking about mass terror, beatings and torture by riot police in Blagoveshchensk and other cities. We are talking about the murdered Ana Politkovskaya. And almost daily messages about those killed by skinheads and other sleepers, whose fault is only in appearance, unpleasant these bastards? Here, the government does not kill itself, it only encourages the murders, inflating the "patriotic" hysteria. Surely I did not remember all the drops. But how to evaluate what they merge into? Are these still streams or already rivers? And what is the river today in the country that considers itself civilized?
The actions of the authorities are not amazing. The disgusting of the authorities can limit either a strong tyrant (this happens uniquely rarely), or a strong society (using democratic institutions, this happens a lot more often). The absolute indifference of the majority is striking in this increase in violence. In addition to a handful of human rights activists and political marginals and several naughty journalists, everyone else is immersed in a barn hibernation (this is not us, this is far away, who needs us ...). Typical syndrome of future casualties.
But I will return to this. Now it is important to state the following: the power in Russia is almost limited by nothing within the country in its instinctive desire to increase criminal violence. Maybe she still thinks that she is limited from the outside. But it seems that she is mistaken, afraid to believe in her happiness.
Third: the threshold of violence over the right has been overcome. I mean the concept of natural law here. This is important because it allows us to talk about non -legal laws. It is not only about laws that directly violate the Constitution. There were many of them. A typical and indicative example is the abolition of the governor's elections. And the Constitutional Court dutifully swallowed this violence against the constitution, which this body is designed to protect. Oh, and they swallowed during this time!
But I'm talking about something else now, about violence against justice. Think about this word - "justice." If you even know a little native language a little, then you easily distinguish between two basics in it: “Lead the right”! Here are examples of laws from different areas.
You got out of the metro, two young people come to you and ask how to get to the Perekrestok store. You begin to explain, and suddenly a couple of police officers come up to you, who announce that you are arrested for an unauthorized picket. Young people turn, and you see on their backs on a poster with extremist calls. If you are competent legally, you will immediately understand that you will be judged by extremism, and this is not five days or a fine. All this could be considered a fantasy if such a scheme had not been practiced by power.
Another example. A foreign subject can not be allowed into the country on the basis of the clause on the “undesirable” of his stay in the country. This can do at least heels of various authorities at their own discretion and without any explanation, in the absence of a procedure and mandatory appeal. This happened to Natasha Morar.
The third example. If two Russian citizens gave birth to a child who received, as expected, a mandatory birth certificate, then the child does not become a Russian citizen from this. It becomes such only after a special stamp appears in the certificate. And getting this stamp is not easy. While there is no stamp, the child is deprived of medical care, he is not admitted to the dairy kitchen, etc. But if one of the parents, Russian citizens, remind you, had a misfortune to be born in Belarus, or Kazakhstan, or any other former part of the USSR, then receiving a stamp becomes an almost insurmountable obstacle. Here, victims of injustice are already calculated by hundreds of thousands. And these are only a few examples.
The second side of violence against the right is a arrogant and massive violation by the authorities of their own unlawful laws. The last vivid example is the recently died elections to the State Duma. Equally often laws are violated in other areas. They are violated by their own arbitrariness, under the pressure of the boss, for a bribe, just from a whim. Throughout the country, every day, in relation to all of us.
And the third side of violence, associated with complete neglect of law, is an unprecedented decline in the quality of legislation. The rule was the adoption of laws, which are then supplemented by four to five cycles of amendments adopted at intervals from several weeks to several months. The legal field is feverish, it is difficult, to put it mildly, law enforcement. The reason is obvious - an uncontrolled monopoly law. At first, laws in the government are mediocre, then automatically, these laws are stamped “legislators”. Periodically, the president criticizes the laws signed by him, who left the conveyor and signed by himself as part of this conveyor.
Much of the above is directly related to the elections. On the one hand, violence against the right is used as an instrument of destroying political competition and establishing control over the elections. On the other hand, the success of these noble efforts leads to the loss of external control over lawmaking and law enforcement, which aggravates violence against the right. The flywheel is spinning, and so far it is not clear that it can stop it.
We’ll interrupt, in the next article I will continue this mournful list
