A foreign consultant in Russia is almost omnipotent. We have known this since prof. Woland.

Recently, the Ministry of Industry and Trade (the Ministry of Industry and Trade) of the Russian Federation appealed to a foreign consultant named Boston Consulting Group (BCG) - one of the largest (4,300 employees) and prestigious (third place in The Vault for 2009) consulting firms of the world - for the advice of what to do with the Russian automotive industry in general and Avtovaz in AvtoVAZ in particular. The consultant, pretty strained and swallowing a large amount of federal funds, advised: we must give the Russian automobile industry a lot of money (from 25 to 40 billion euros), and most importantly, increase duties on the import of foreign cars from the current 30 to 40-80%.

It is quite obvious that without attracting a foreign consultant and paying him the corresponding fees of the Ministry of Industry and Trade of the Russian Federation, the Russian Federation could not invent such ideas.

As reported, the author of these lines recently left domestic political science. And driven by the precedent of the Ministry of Industry and Trade-BCG, decided to retrain to foreign consultants. To this end, I (with partners) were registered in Funaafuti, the jurisdiction of Tuvalu, a consulting company called Belkovsky, Korovieff & W. International Advisors (BKWIAD).

In order to promote the services of a newly created company in the Russian market and attract clientele from state authorities/management and other legal entities of the Russian Federation, BKWIAD holds a promotional tour, in which free strategic consultations, tips and recommendations on the main areas of their policy/development will be provided to a number of Russian state bodies and corporations. "Daily Journal" kindly agreed to participate in the coverage of the promotional tour.

So, the consulting company formed with the participation of your humble servant during the promotional tour has already given strategic recommendations to the following clients.

1. Avtogaz JSC

a) make a model range and concentrate exclusively on the production of Black Volga brand cars;

b) to conclude a contract with the All -Russian political party "United Russia" to provide each member of this party by the Black Volga by the federal budget.

Today, AvtoGAZ can objectively produce about 100 thousand Black Volga per year. The number of members of the United Russia party is 1,907,368 people. This means that the contract with the ruling party will fully load AvtoGAZ with a general order for almost 20 years in advance.

At the average vacation price of the Black Volga car of 350,000 rubles. The implementation of this program will require subsidies by the federal budget of the Russian Federation in the amount of 667 billion 578,800 rubles. (for 20 years, excluding inflation/devaluation). What, in general, a penny.

The implementation of this strategic recommendation does not imply any optimization of the management of AvoGAZ OJSC, the introduction of new technologies, reduction of personnel, etc.

2. Russian aluminum JSC (Rusal)

As you know, the most important problems of the Rusal corporation are:

- the inability to carry out the initial placement of securities (IPO) outside the Russian Federation due to the exorbitantly high debt load, not regulated relations with individual large creditors, as well as an ambiguous international reputation of the company's owners;

- accepted by the London court to consider the claim of M. Cherny to O. Deripaska.

The following strategic ways to solve the main problems are proposed:

a) to invite the leadership of the London Stock Exchange (LSE) to the Russian Federation to the seminar (scientific and practical conference) on the organization of exchange and over-the-term trading of derivative financial instruments (Derivatives); Completely pay them the flight with a charter flight and placement in rooms such as Executive Suite Ritz Carlton Hotels at the address: Moscow, ul. Tverskaya, 3 (in order to avoid premature disclosure of the basic plan); In the Russian Federation, to arrest the leaders of the exchange (the article of the Criminal Code of the Russian Federation has to be clarified) and put in the Butyrsky pre -trial detention center in Moscow (common camera); change the measure of restraint in the exchange for written guarantees for the conduct of the IPO Rusal in London;

3. State Corporation "Rusnano"

The most important problems of RUSNANO Group of Companies today are:

- rigid competition of a number of state, winding and non -state structures for the right to manage federal funds allocated to the Russian Federation for the implementation of modernization projects;

- the threat of replacing the leadership of the Rusnano Group of Companies, including In the process of the declared transformation of the Civil Code into OJSC.

To solve these problems, the following is proposed:

a) ensure the signing of the Decree of the President of the Russian Federation, in accordance with which the RUSNANO Civil Code delegates the status and functions of the Ministry of Modernization of the Russian Federation; As a result, Rusnano will gain competitive advantages of irresistible force;

b) adopt the Federal Law “On A. B. Chubais”, according to which the change of leadership “Rusnano” is impossible until at least 2025.

4. Group of companies Intaco

The key problems of Intaco are due to factors of political and administrative risk: the threat of the resignation of the mayor of Moscow, which, as you know, has practically nothing to do with the Intaco business.

In this regard, it is recommended:

a) receive information from closed sources (for example, in the reception of the President of the Russian Federation) about whom it is planned to be appointed mayor of Moscow instead of Yu. M. Luzhkov;

b) to employ the actual owner of the Intaco Group of Companies as secretary-referent of a person who will become the next mayor of Moscow;

d) ensure timely divorce (divorce) of the actual owner of the Intaco group of companies with a person leaving the post of mayor of Moscow;

e) further-to apply social and humanitarian technologies, the effectiveness of which was confirmed in the 1980s.

5. President of the Russian Federation

Currently, the President of the Russian Federation is subjected to massive public pressure in connection with a number of scandalous incidents in the system of the Ministry of Internal Affairs (Ministry of Internal Affairs) of the Russian Federation. Different layers/groups of elites and societies require the head of state the radical reform of this law enforcement agency.

In this regard, as well as with the need for implementation in political and administrative practice of public elements of modernization democratization, it is recommended:

a) adopt the Federal Law "On the Election of the Minister of Internal Affairs of the Russian Federation";

b) no later than the spring of 2010, hold direct national secret elections of the head of the Ministry of Internal Affairs of the Russian Federation.

As a result, all responsibility for the state of affairs in the system of internal affairs will be transferred from the state to civil society. Which, in turn, will allow the President of the Russian Federation to release a significant amount of working time for modernization and equated classes.

For the President of the Russian Federation, we also prepared strategic recommendations in the fight against corruption. In our opinion, it is necessary:

a) introduce progressive rollback taxation in the Russian Federation;

b) legislatively limit the annual increase in rollback (Kickback) in the Russian Federation by an officially established level of inflation.

6. Business School "Skolkovo"

In terms of general improvement of the investment and consulting climate in the Russian Federation, it is recommended to introduce training in the Skolkovo business school in the specialty “Foreign Consultant” with the issuance of an appropriate state diploma of the established form.

In order to effectively promote this specialty, it is proposed to present a diploma N 1 of a foreign consultant in the Russian Federation to the President of the Russian Federation D.A. Medvedev.

7. AvtoVAZ JSC

In general, Belkovsky, Korovieff & W. International Advisors (BKWIAD) specialists share and support recommendations previously developed and presented by Boston Consulting Group as part of its contract with the Ministry of Industry and Trade of the Russian Federation.

At the same time, we developed an additional strategic recommendation, the implementation of which, in our opinion, will allow to give a qualitative vector impetus to the development of AvtoVAZ OJSC.

One of the key (system -forming) problems of AvtoVAZ OJSC is the name of the city where the main production capacities of the corporation are located. The spirit and image of the so -called Palmiro Togliatti, the Italian communist, who, according to some reports, with terrorist organizations, restrains the development of AvtoVAZ and pulls the corporation back. In this regard, it is recommended to rename the city of Togliatti in the Samara Region in the city of Berlusconi in the Samara region no later than February 30, 2010. In this case, the spirit of entrepreneurial success, accompanied by Mr. Silvio Berlusconi for decades, will also be reduced to the largest enterprise of the Russian automobile industry. In turn, the leadership of AvtoVAZ OJSC and the Russian Technologies Group of Companies could (in the order of import of legal technologies) use the experience of Mr. Berlusconi in terms of absolutely legal evasion of criminal liability for the deed.

An alternative recommendation: In view of the in -depth cooperation between AvtoVAZ JSC and a group of companies Renault (France) to rename G. Togliatti in Sarkoi (Samara region).
