The message that Dmitry Medvedev at one of the meetings spoke out in favor of the complete ban on the operation of the Tu-154 was drowned in the stream of other news of the holidays unusually rich in events. On the eve of the New Year, a collapse happened at Moscow airports, in the suburbs, people lived for several days without electricity, and some continue to sit without light. The announcement of the verdict Khodorkovsky and Lebedev put the final point on Russian justice, and the judge Borovkova held meetings, trying to reach the level of staging the main farce performance. Almost every day, people were delayed on the pickets, demanding the release of the arrested on December 31. The year began without a traditional festive lull.
Meanwhile, Medvedev’s statement deserves special attention. The refusal of the operation of the Tu-154 is a symbolic recognition of the complete collapse of the Soviet infrastructure. For 20 years, the branch of domestic aircraft construction was finally bent, which all this time was supported on the verge of a coma state. However, there is nothing to abandon. Several years ago, all the largest Russian airlines stopped operating the Tu-154, and the flights of these aircraft over Europe were banned back in 2006.
The most massive Soviet aircraft developed its resource, but nothing came to replace it. The Tu-154 had a logically ongoing line of models-the Tu-204 and Tu-214. They were designed back in the 80s and had to begin to fly in the 90s. It was assumed that they would become as massive as the Tu-154. But they did not. The same sad fate also suffered another plane designed in the USSR-the long-range IL-96. Crazy money was pumped to save an uncompetitive automobile industry, and nothing was done to hold the industry in which Russia, based on the Soviet technological inheritance, could remain one of the world leaders. In the ugly realities of the “free market” built by the home-grown liberal reformers, there was no place for long-term leasing programs necessary to promote Russian analogues of such aircraft as Boeing-757 and Boeing-767.
The authorities do not see the need to think about the development strategy of the industry, taking into account the development of applied science, the training system, the test base, because we are talking about a long -term project. This is not an oil pipe and not the sale of cars, where the profit can be obtained at once.
As a result, today 90% of all civil transportation on Russian airlines is carried out by the used aircraft of foreign brands Boeing and Airbus. Putin's repeated populist calls to focus on domestic equipment were not addressed to the leaders of Russian airlines. They understand no worse than Putin that there is simply nothing to buy. In 2004, the Russian aircraft industry put eight civilian aircraft to customers. In 2010, this figure increased to nine. It is obvious that the renewal of the flight park, despite all assurances about the support of domestic aircraft industry, will continue to be conducted due to foreign supplies, taking into account and zeroing from 2011 import duties on almost all types of civil aircraft, with the exception of the Superjet-100 and MS-21 analogues.
The widely advertised hope of all Russian aviation-the Superjet-100 project-turned out to be a help for numerous officials who replenished their pockets well. Four times more planned amounts have already been spent on the program. The bicycle was repeatedly invented, which, moreover, with a big stretch, can be called Russian. For a new miracle of technology, in addition to Aeroflot, there was another major customer - an Indonesian airline , which currently had only 3 outdated aircraft in its park. Even a friend of Berlusconi eventuallyrefused to equip Alitalia with Putin’s products.
The last example, which characterizes the catastrophic of the state of the once developed domestic industry, is the purchase of aircraft fuel abroad. So far only for the Far East. However, in Moscow, Aeroflot is dependent on foreign deliveries-as it turned out, at the end of December the company ended anti-icing fluid, which for some reason was not able to produce Putin's Russia that rose from his knees.
The technological resource was completely exhausted, but the same Pavlovsky does not consider it a real threat to the sustainability of power. On the duty of the service, he is supposed to express confidence that the tandem is stronger. “System liberals”, for example, belchukov , are also in no hurry to recognize the erosion of power, because in this case they do not see any promising scenarios in this case. But to some extent they are right. The real margin of safety of the Putin regime does not depend much on technical degradation, and is based on the complete impunity of officials of all levels - from the ordinary policeman signing a fictitious detention protocol to the roofing business head of the region. All of them are part of a single bail, and their loyalty is the main factor in the stability of the mafia system. The principle of the state mafia is that an official, a faithfully serving vertical, like Caesar's wife, is beyond suspicion. Russian historical experience, the same 1991, convinces them that everything will get away with. And Putin is as much as possible and cherishes this resource, because the power of the mafia boss is to provide guarantees. Members can be punished only if they violate its internal laws. There are no external world rules for mafia clans.
A real change in the situation in Russia can only begin when everyone who voluntarily or involuntarily has become part of the ruling mafia vertical will understand that one day they will have to pay.
