Prime Minister Putin announced the principles of a new treaty on European security. While the head of state, far away in the jungles of Peru, is busy with extremely important little things, the prime minister is laying the foundations of a new world order. However, it was Medvedev who was the first to speak about the principles of the “Three Don’ts” some time ago. But they either didn’t hear him or didn’t take him seriously. Either this or that. Or maybe even then Putin spoke to the world, just in a Medvedev voice - like Goodwin.

Our situation today is not so great. But the more not so hot it is, the more global the plans. And the less clear it is for whom they were written, what they are designed for and what they are about in principle. Again, Medvedev recently generated five principles of our foreign policy - both powerful and empty. Now Putin is sharpening the principles of the “three Nots.” I can even quote: “The first thing is not to ensure your safety at the expense of the safety of others. The second is to prevent (within the framework of any military alliances and coalitions) actions that weaken the unity of the common security space. And third, do not allow the development and expansion of military alliances to be to the detriment of other parties to the treaty.”

As I understand it, he wants to cancel the expansion of NATO and achieve the cancellation of the decision on missile defense. Well, that's what I would say. But he didn’t say it, and formally he meant something else (or something else too). But even in this case, the new concept bears all the “generic” signs of all other concepts: abstractness, banality, impracticability and - most importantly - impracticability for those who themselves propose it. Exactly on the first point. Ask any of our neighbors, and they will laugh nervously about “not ensuring your safety at the expense of the safety of others.”

Putin, by the way, did not limit himself to just a global restructuring of the world order. In particular, he gave a lot of equally valuable advice: about humanitarian law, about the status of private security agencies on a global scale, about strategic offensive arms, about humanity towards terrorists and the humanity of new types of weapons. He even compared Saakashvili with Stalin, and in a negative way (what a surprise! And we thought Stalin was good!). In general, he told me everything and dotted all the points.

Let's not forget how President Medvedev gave an invaluable lecture on reforming the world economy at the G20 summit. It was worth taking notes and immediately starting to implement. And they all latched onto Paulson’s plan, shady people.

And the innovative know-how of our rulers is not limited to a planetary scale. Something has also changed for the native population. For example, a three-year budget, which included the price of oil at $95, and the dollar in 2011(!) at 27.3, despite the fact that in 2009 the dollar should not exceed 24.7. This “corresponds” perfectly with the queues at exchange offices, where the dollar is being bought at prices apparently dating back to 2012, the “planned and smooth” devaluation of our currency, and Medvedev’s proposals to the world community to make the ruble a reserve currency. Right! Reserve currency - and invest it in American mortgage securities or Lehman Brothers.

Well, who is this all being written for? For whom is a separate budget for 2009 being drawn up - already with a deficit? This is at 95 dollars per barrel and at 24.7 rubles per dollar? And then the economic guru Kudrin comes out and reports that the Stabilization Fund will be enough for either 7 years or 20! So 7 or 20? And what is its true size with a monthly outflow of tens of billions of dollars? The stabilization fund from Kudrin should then be at least 4 trillion dollars. What is this about? About what? For whom? For what? While they are simply pointing out certain “Not Principles” - not about anything, not for anything and not for anything - whatever happens, but when it comes to numbers - either stand or fall.

But the main problem is that no one listens anymore. Well, who in the world now will seriously think about canceling NATO expansion? Or about the ruble as a reserve currency? You will notice that there is no reaction. None at all. No criticism, no routine politeness. It’s as if our people are talking to themselves.

But compatriots are no longer listening, not being charged as before with faith and optimism from the National Leader and his acting Medvedev. Well, where can you recharge further if there is a “crisis in America”, and total layoffs, layoffs, delays and salary reductions - here they are, in your own home! So I think they have only one plan for today that can come true. Both in terms of duration and ultimate goal, this is a 6-year presidency. And here the happy ending will come ahead of schedule. It would be great to receive such a gift just in time for the New Year. Not for the first time.
