The State Duma hurriedly adopted in the third reading the new "Law on the FSB." The amendments made to it provide administrative liability for disobedience to the requirement or order of the FSB officer. As President Medvedev stated on the eve of the vote, these amendments were made "on his direct instructions."

The law does not specify what the FSB officers can demand from an ordinary citizen. Therefore, I remind you some cases.

On May 10, 2010, at the metro station Warsawskaya, the drunken opera of the FSB did not like one of the passengers. The opera took out the service gun and began to shoot. According to the new law, a person wounded by the opera must be punished. After all, the opera probably told him something like: “Well, you, B@I suck!”, And he did not suck, and for failure to fulfill the order of the FSB employee should be responsible.

August 24, 2009. In the Dmitrovsky district of the Moscow Region, an FSB officer shot a policeman’s machine gun, who took his parking space. Under the new law, the executed must be liable. He was probably ordered: “At@come!”, But he did not obey.

On May 15, 2010, a taxi driver with a miraculous truly Moscow name of Mbamaru Etelbert (he is a Nigerian) sat the senior operative officer of the FSB department in Moscow and the Moscow Region. Oper put a knife to the driver's throat and demanded that he be taken to Zhulebino. The opera could not explain the reasons for his act, citing the fact that he was drunk. According to the new law, Etelbert must be responsible - he did not obey the request of the FSB opera. In any case, the opera seemed so.

On May 1, 2010, a drunken FSB officer broke his nose traffic cop, who stopped him for drunk driving. The traffic cop according to the new law should sit for at least 15 days: for sure he did not obey the request of the FSB officer “go to x@th”.

On August 14, 2009, at half the first night, a group of drunk people began to shoot passers -by from traumatic pistols. More than thirty shots were fired in unarmed people. Six people were injured, including two girls. Eight bullets hit one of the victims. The case categorically refused to initiate. One of the drunken ones lost when firing the identity card OM 10220 addressed to the FSB lieutenant Sergei Prizorov.

They just didn’t get a matter - well, think, drunken Chekists shot people for their pleasure: in Katyn, tea, shot more. But according to the new law - all six wounded are also subject to detention. After all, they probably shouted to them: “Stand, B@I!”, And they scattered. They did not comply with the requirements of a person with the certificate of Lieutenant Prozor and the habits of Major Evsyukov.

Unlike Major Evsyukov, the names of the Chekists, who shoot people just like that, as we see, mostly remained unknown.

Another rare case when the name became public is the case with the FSB officer who shot at the Tajik taxi driver in July 2007 at the Taganskaya metro station. The driver, Ashur, the officer’s lift with the woman to the specified address: when the driver asked to pay, the officer took out a traumatic gun and demanded to get out of the car.

Ashur got out, the FSB officer began to beat him, and then shot him on his side. Ashur ran away - the Chekist began to shoot after him, but did not hit him, as he was drunk. But he discharged the whole clip in the car. He shot for so long that one of the witnesses called the police, and the officer was detained. Under him, there was a certificate in the name of Petrushev Leonid Viktorovich.

According to the previous laws, the Tajik driver was simply refused to initiate a criminal case. According to the new - the driver is a direct road to jail. The driver, however, obeyed the order: “Get out, B@I!”, But he ran when they began to kill him.

And here is a wonderful story: in 2004, the FSB officers Roman Kakvkin, Oleg Sachkov and Dmitry Frolov abducted their acquaintance Ahmed-Pasha Aliyev, kept him first at home, and then sold to familiar Chechens. According to the old law-Kimvkin, Sachkov and Frolov were simply released from custody. According to the new-Ahmed Pasha is subject to criminal liability for failure to comply with the orders of the FSB officers on the payment of 300 thousand dollars for the abduction of 300 thousand.

What to say? There are quite a lot of historical precedents. According to the Code of the Mongol Empire, the neiones were inviolable - they could officially commit any crime for which a commoner punished death three times.

Certain rights - such as the right of the first night, the right to hunt in peasant fields - were guaranteed by Western European barons. However, in modern states of legal precedents, so that a certain department is endowed with the right to do what he wants and how he wants in relation to the population, does not exist. Therefore, it is especially gratifying to know that the law granting the FSB officer all of the above rights - from the right of the first night to the right of unpunished murder - was adopted by personal order of the liberal President Medvedev.
