Ella Pamfilova is no longer the chairman of the Presidential Council for the promotion of the development of civil society institutions and human rights. This is wrong, a mistake has been made that can have a good influence on the development of the situation in society than it seems at first glance.

I learned about this this morning, being far from Moscow. Eight years ago, almost day a day, in Prague on television in the news, I heard that Ella Pamfilova was appointed chairman of the Human Rights Commission under the President of Russia. I heard and thought: “A good choice. Perhaps I would enter this commission. ” We were not familiar, but I knew something about Pampilova. She knew about how she spent hours in the first post -Soviet years in the premiere’s receptionist to get the allocation of money for retirement, to the very “socialist” that young democrats were dismissively ready to “give the Communists”. Thanks to the Minister of Social Protection Pamfilova, my mother received a pension, which was twice as much as my associate professor, which was also paid with delays.

I also knew from the familiar psychiatrist how he went to an appointment with Ella Pamfilova and convinced her that it was wrong to exclude all mentally ill people from among the pensioners who were assisted by social workers. According to my acquaintance, Pamfilova answered him sluggishly, said: “I’ll think about it,” and he left the confident that there would be no sense in his visit. But she did not think for long - the very next day an order appeared, in which the excluding diagnoses were accurately indicated, the rest of the mentally sick was given the right to receive social assistance.

Returning eight years ago to Moscow, I found out that, oddly enough, I was really invited from the Memorial to the commission. We started working and immediately took up serious problems: the law on Russian citizenship, juvenile justice, refugee camps, judicial reform, pension support of soldiers who became disabled in the army. Never a commission or then since 2004. The Council, neither Ella Pamfilova herself served the president (or presidents). Our task was to help the presidents to serve society. How they (presidents) used our help and our expert capabilities-the second question is, but something, and considerable, we got over these eight years.

Today I could not talk to Ella Alexandrovna, and I do not know why she decided to resign. The attacks of all kinds of “bone”, “ours” (tell me right!), Which are easy to confuse with “walking together” - of course, this is disgusting. But Pamfilova would not leave because of them to leave the council.

This is the question: is the President of Russia need advice? Does he need the advice of those whom he invited to the Council? Does he need Pampilova's support? Why was he silent all the time, while this vile howl was standing around Pampilova?

But the president is not always indifferent to attacks on public persons. He called one public "boy" "not so bad." (Is it important, a good boy or bad-there would be “our” boy!) If someone does not remember: this “boy” was Ramzan Kadyrov, and this was said a year ago after the abduction in Grozny and the murder of Natasha Estemirova. And immediately it became clear what decision the court would make in the lawsuit to protect the honor and dignity of this “boy” to Oleg Orlov, who stated his fault in the fact that in the territory entrusted to him there were murders of unwanted inhabitants. And now Orylov is charged with slander for the same occasion.

When Pamfilov was accused of the basement in the most ridiculous way, no one dug up from above. And please, the court decides that the charges of the forgery are not a slanderous statement, but an evaluative opinion.

The ineffectiveness and dependence of our judicial system is not on the law, but on completely different factors each time publicly told Pamfilova at meetings of the Council with President Medvedev, incident, by the way, his discontent. “What am I to me? To disperse these (judges) and gain new ones? " - the president asked irritably at our last meeting on May 19. Yes, it will not help! And to plant bribe takers - it will not save from corruption, and it is pointless to remove generals of the Ministry of Internal Affairs. Here, as the old plumber said, the whole system needs to be changed.

And again I will say - a big mistake has been made. In vain you, Dmitry Anatolyevich, so hastened to accept Ella Aleksandrovna's resignation. Maybe she had very serious reasons to resign. But you definitely had even more good reasons for her resignation. It would be very useful to you her support, tips and really from her lips. No wonder it’s not the kindest person in the world, Leonid Radzikhovsky once said that Pamfilova is honest, bold and sane, which, you see, is also important.

And Ella Pamfilova and I do not melt, we have been working together for a long time in the same civil society, to promote the development of which, within the framework of the Council, you and I are worse than we would like.
