A new movement has emerged, the name of which is based on the scheme “adjective + Russia”. This time the adjective is “the rest” (we should, apparently, wait for the appearance of the movements “Every Russia”, “Extra Russia” or, for example, “Washed Russia”). The “rest of Russia” distances itself both from the authorities and from those dissatisfied who go to protest rallies. The new movement, as reported by RIA Novosti, referring to its program, advocates “for a radical reform of relations between the state and society”, for the introduction of civilian control over all branches of government and the most significant social processes.
According to the creators of the movement, which was supported by TV journalist Maxim Shevchenko and representatives of the show artist and priest with an unclear status Ivan Okhlobystin, public councils under ministries and departments have outlived their usefulness, and the Public Chamber needs to be reformed, making it an elected body with all-Russian representation.
At the same time, the new movement states that it does not have an organizing committee or working group (only the name of the founder is known so far - Igor Ryabov), but that it fully understands how the Public Chamber should be formed: “through the nomination of representatives of civil groups authorized by their clients. These representatives are included in the management bodies of all levels of the OP and the civil control group. Representative offices of the OP in all cities of the country guarantee access to the constitutional platform for all civil groups.”
The "rest of Russia" is hungry for civilian leaders. The environment for this is supposed to be created thanks, of course, to social networks, but also, apparently, to those same civilian control groups.
In terms of its lack of structure, the “Rest of Russia” is partly reminiscent of the League of Voters, only it is much less concerned about elections, it calls for paying attention to other problems in society (let’s not lie, significant ones - related to education, healthcare, employment). Well, Maxim Shevchenko, who sympathizes with the movement, uses the occasion to once again kick the opposition, or rather, specifically those who are most unsympathetic to him in the ranks of those going to protest rallies.
