Of the entire gentleman's set of political freedoms, the first victim of the Putin regime was the freedom of assembly. The shares are also arbitrarily declared unauthorized rallies, the format of which does not require coordination even under existing laws (popular gathering, meeting of deputies with voters).

Such a tool is needed in case of sharp growth of protest moods, when any rally can potentially develop into the Maidan, that is, into an unlimited action attracting all dissatisfied. In this situation, it is especially important for the authorities not to let people gather, to accumulate in sufficient quantities. For the sake of this police, a whole series of "special powers" was secretly given. Firstly, to disperse any meeting on the fact of the absence of his permission. Secondly, grab without analysis of anyone in the fact of being accumulated by people who, in the opinion of the police, are signs of an unauthorized rally. Among the detainees there are always random passers -by. Thirdly, do not follow the rules of detention prescribed in the law. Fourth, to use gross power at the discretion during accelerations and detentions, regardless of whether the protesting resistance exert.

Without these unspoken and illegal “special powers,” the dispersal of not even the most massive assembly can stretch for many hours and demand much large police forces. Often, police simply break off the irritation that accumulated in them in relation to these incomprehensible people who do not understand what they want and because of which they have to freeze on extraordinary duty on holidays, and even fulfill orders, the absurdity and illegality of which is obvious to any cop. For civil society, all these people will definitely be victims of injustice, lawlessness and police violence. And it cannot but support and not protect them. How it cannot abandon the requirement of restoring the trampled freedom of assembly and the liquidation of Shemyakin of the court as a political institution. Without solving these problems, even a temporary ceasefire between the authorities and society is impossible.
