Terrible insult

In Volgograd, advertisements for a car dealership were everywhere. They decided to remove the advertisement... as it offended traffic police officers. The advertising text read: “Bought a license, buy a car.” The Antimonopoly Service issued a ruling on offensiveness. So I have two questions. Firstly, what is offensive to the traffic police in this advertisement? And secondly, whose monopoly on trading rights is it that FAS is planning to fight?
