However, there is still something to work on comrades, there are still problems that require a solution. Ineffective (sorry, insufficiently efficient) economy, low labor productivity, high energy and bribery of production processes, glaring differentiation of society. The party here, of course, is not to blame: simply "the financial and budget policy conducted by the government does not bring those results that society has the right to expect." It is interesting what exactly this very society, according to the party in power, is waiting. The answer is a key phrase of the text: "Most citizens are not satisfied with how the income received from resources that are a national property is distributed."
Actually, you can not read further. In addition to the vague-wrapping reasoning on the topic of sovereign democracy, which lies, except that an attempt to justify any manifestation (past or future) of imperial tyranny, the program contains the listing of what oil-eater needs to be spent on. This is, of course, national projects, and the solution of a demographic problem, and the creation of an innovative type economy, and the rise in agriculture, and the development of education, science, health care, and much more useful for the country and enjoyable for its citizens.
How to turn the raw materials economy into innovative, party bonzes, they are sure that they know: “An industrial policy that provides for state investments in production infrastructure, stimulating the development of the construction complex and support for innovative industries will be implemented. Industrial policy will be implemented as part of state strategic planning. ”
And even more specifically: “The state will support those sectors of the economy in which the country is either already or can really become a world leader. First of all, they include energy and processing of raw materials, aviation and space industries, defense complex and communication systems, biotechnology and medical industry, shipbuilding and nuclear engineering, information technology. ”
However, the unsatisfied majority is unlikely to be satisfied, even if a miracle suddenly happens, and Russia for budget money once will become a world leader in the market of information or biotechnology. We need a bait more fluent and simpler, which would not only play on the feeling of national pride of the Great Russians (or, if you like, united Russia), but would add a penny to each wallet. And officials from United Russia understand this perfectly. And so: “We propose to tightly limit the tariffs of natural monopolies and energy prices, establish criminal liability for their overestimation.” It would be interesting to attend the criminal process against Alexei Miller, but it is unlikely that it will turn out: the limit for the growth of tariffs of natural monopolies is regulated by the government. The main applicants for the bench should be oil workers, and the prices for energy (read the furnace fuel oil and gasoline, which Boris Gryzlov confirmed at the press conference), if the initiative receives the legislative implementation, will not be market ones, but ... whether gasoline will remain in the country, no one will specify.
In addition, if to date it could still be hoped that the plans for creating a gas and electricity market in Russia will someday be implemented (it is difficult to expect that the electricity deficiency that the country has already encountered will be covered), this will not happen due to United Russia.

This is a program of continuously rising oil prices that can be spent on “projects of the century” without fear of soon bankruptcy. But the situation in the world market seems to be changing. The evil irony lies in the fact that as soon as the government under the pressure of the president and his alleged successor, who oversees the “priority national projects”, moved away from the strict financial policy and the unprecedentedly generous budget of the next year, based on a price of $ 61 per barrel, began to get cheaper, and today it is traded below this line. If the correction continues (and the probability of this is very high), then the state has taken over too high social obligations, only for their fulfillment it will have to climb into the stabund, and very soon “produces” it.
