The case of Sitnikov

The events of the last days make you think again about what our Russians are wrong. Not like the inhabitants of civilized Europe, the Baltic states and the same neighboring Ukraine. What distinguishes us from them? It is possible to answer this question, at least partially, the next story will help.

In the distant 80s, the Novosibirsk scientist Georgy Zakharovich Vinokurov developed an automated management system for light industry enterprises using the leather and overall factory of Novosibirsk. Then there were the introduction of the development of the scientist, and the defense of the candidate, and later doctoral dissertations, and the release of the monograph “Systems of operational and proactive management of the enterprise” in 1997. With this monograph, the chain of amazing events that will be discussed below.

After almost ten years, in 2005, another monograph by the “System of Operational Management” is released, which largely repeats the first, but already beyond the authorship of the son of George Zakharovich - Stanislav. Then the same book, but with a changed name, is published in 2006, and once again in 2007. It also becomes the basis of the doctoral dissertation S.G. Vinokurova. I must say that the senior Vinokurov at that time works as a professor-consultant at the Siberian State University of Telecommunications and Informatics (Sibguti), whose rector at that time was not a doctor of sciences Sergey Georgievich Sitnikov. And so, lo and about the authorship of the rector of the university in 2008, the monograph "Systems of operational management of diversified enterprises." According to the conclusion of a linguistic examination, this monograph “represents the same text with the monograph by Vinokurov S.G., slightly abbreviated, stylistically processed and compositionally modified.” Why all these tricks?

It was possible to solve this secret only after a couple of years, immediately after the defense of the doctoral dissertation S.G. Sitnikova (in the photo) . As it turned out, the text of the dissertation largely repeats the text of the monograph, which is now under his name. In addition to the monograph, 17 scientific articles in various magazines were in the dissertation arsenal Sitnikov, the text of which repeats the version of the monograph by S.G. Vinokurov sample of 2005, and nine more works specified in the author’s authorization, have never been published anywhere and anywhere. Such disappointing conclusions came an independent commission created in Sibguty for the objective consideration of the facts that have opened. Based on the conclusion of this commission, the new rector of Sibguti is Professor B.Ya. Ryabko issued an order to seize the monograph by Sitnikov for 2008 from the university library foundation and put it into waste paper. I will add that in 2011, members of the “Scientific Group” published another, 5th publication of the monograph, now in the form of a textbook with a short and clear name “Operational Management” for the authorship of G.Z. and S.G. Vinokurov and S.G. Sitnikova. Needless to say, this manual is almost completely identical to the doctoral dissertation Sitnikov S.G. But the top of this pyramid was the following, 6th edition of the monograph called Das Operative Management, already in Germany, the author of which this time again became Dr. S.G. Vinokurov. The fact that this monograph is an absolute copy of the dissertation S.G. Sitnikova (even compositionally), no longer causes surprise.

Here, it would seem, is close to the end of the story. There is the results of the examination, there is a conclusion of an independent commission, finally there is an official letter of the current rector of Sibguti, addressed to the Minister of Education and Science and the chairman of the highest certification commission (Higher Attestation Commission), in the competence of which to deprive crooks from the science of an illegally assigned scientific degree. But then the second part of the Marlezon ballet is the most interesting.

The fact that the dissertation council at the Ufa State Aviation Technical University, where the dissertation of S.G. Sitnikova did not abandon his decision, thus hiding from reputation losses, now it seems quite natural behavior. But the Higher Attestation Commission suddenly defends the former rector of the university ... The expert council of Vaka refuses to consider the presented expert opinions on the basis that the authors of the works, of which S.G. Sitnikov borrowed texts and results, no complaints about it were made. Moreover, experts over and over again, responding to the formal appeals of the applicants, re -find the presence of scientific novelty in the work of the author and “do not see grounds for depriving the well -awarded scientific degree of the Doctor of Technical Sciences”. Not considering the case of S.G. Sitnikova, on the merits, the Department of the Ministry of Preparation and Certification of Scientific and Scientific and Pedagogical Workers is limited to formal subscriptions. VAK chairman Vladimir Filippov in an interview with journalists, not embarrassed, gives deliberately false information about the process of considering Sitnikov's case. What kind of powerful power makes him do it? What makes this community (at least in this particular case) stubbornly build falsification to the rank of scientific school?

This story is one of the many that the divisernet community constantly faces. The story is very typical of Russia of our time. What conclusions can be drawn from it? Firstly, the Russians today are tolerant for all kinds of falsifications. The immunity of lies and imitation of reality has gradually developed. Secondly, as we see on the example of the Sitnikov case, this disease progresses over time. The level of deception permissible in society is constantly increasing, sometimes turning our life into an absurd theater. And finally, thirdly, today's Russia is actively exporting its metastases to the civilized West. Together with the idea “For money you can buy everything”, we gradually accustom the old light to the thought that there is nothing wrong when the deception becomes the norm of life. It seems to me that it is this progressive Asian and distinguishes us today amid the civilized West.

And what about the Sitnikov affair? The point in this case has not yet been set. In the near future, his judicial consideration is ahead.
