Housing will become decent

The Housing and Public Utilities Fund will help to resettle emergency houses

At a press conference on December 20, Russian President Vladimir Putin emphasized the urgent need to resettle dilapidated housing, emphasizing that it is "simply dangerous" to live there.

From the beginning of 2013, the solution of this problem will become the main activity of the State Corporation - the Fund for Assistance to the Reform of Housing and Public Utilities. The corresponding law has already been adopted by deputies of the State Duma of the Russian Federation in the last, third reading and approved by the Federation Council.

The Housing and Utilities Fund has been prioritized

According to the new version of the Law on the Housing and Communal Services Fund, the work of the state corporation is extended until January 1, 2016. The Fund's financial resources in 2013-2015. will be allocated for the resettlement of citizens from all emergency housing, recognized as such on January 1, 2012. About 107 billion rubles are allocated from the state budget for these purposes. It is planned that more than 10.5 million m2 of emergency housing will be resettled for this money. In addition, the state corporation will continue to co-finance the overhaul of apartment buildings, and will also take up a new direction for itself - the modernization of communal infrastructure.

It is worth noting that the Ministry of Regional Development of the Russian Federation has decided to change the official website intended for the disclosure of information by organizations working in the field of apartment building management. Now, instead of the portal www.minregion.ru there will be a website www.reformagkh.ru. Control over the work of this resource will be carried out by the Federal Agency for Construction and Housing and Communal Services.

Information about managing organizations has been posted on the fund's portal in the "My Manager" section since November 2011. To date, information about 8681 organizations serving 147 thousand houses located in 73 regions of Russia has been entered into the database.

Discussion of pressing issues will be held in Kazan

These and other issues will be discussed at an expanded meeting “On the results of the activities of the State Corporation - the Fund for Assistance to the Reform of the Housing and Public Utilities for the period 2007-2012. and prospects for its work in 2013-2015”. The event is scheduled for December 25, 2012 and will take place in Kazan, the capital of the Republic of Tatarstan. Representatives of federal and regional government bodies, as well as experts in the field of housing and communal services will take part in its work.

Konstantin Tsitsin, Director General of the Housing and Utilities Fund, will tell the meeting participants about the implementation of the Federal Law "On the Fund for Assistance to the Reform of Housing and Communal Services" for the period 2007-2012. And Vladimir Talalykin, First Deputy Head of the Fund, will outline the main directions and approaches to the implementation of programs for the overhaul of the housing stock of apartment buildings and the resettlement of citizens from dilapidated housing, as well as the modernization of communal infrastructure in 2013-2015.

In turn, Oleg Rurin, Deputy Director General of the state corporation, will speak about measures to improve the efficiency of the implementation of regional programs and fulfill the conditions for providing financial support to the fund.

Part of the speeches will be devoted to the practice of production, installation and operation of metering devices, as well as the execution of energy service contracts. As a result of this discussion, it is planned to sign a number of agreements.
