"Are you still breathing?" - "I breathe." “And if you squeeze it a little more?” “Well, if only a little.” - "So normal?" - "No, bad." - "That is, do not breathe?" “I'm not breathing anymore.” - "Listen, but he seems to have died ... well, it is ..."
The Russian political practice of recent years, characterized by a massive attack on democratic principles, is about to be enriched with a new plot. It seems that the whole world is already quite obvious - democracy in our country ordered a long time to live. That is, we have democracy. The baby did not even reach the age of majority. So these necrophils from United Russia will not still calm down - they continue to torment her and torment her.
Most likely, in the near future, the State Duma will consider a number of amendments to the laws governing party life. Now, according to the concerts of the deputies - and the amendments made four “Enros” - the people's chosen ones will no longer be able to change the intra -room residence permit. He chose from "United Russia", so, be kind, rot in this faction to Dembel. Step to the side - execution. Rather - deprivation of the mandate.
Of course, if such a serf norm enters into force, it will undoubtedly contradict the constitution. What, by the way, some representatives of the current Duma corps are talking about. But these are real trifles, the Constitutional Court will explain everything to us. However, the package proposed this week for consideration contains a much more curious amendment. It forbids parties to introduce members of other political organizations into their electoral lists. It is clear that in “United Russia” amateur legislative initiatives are not welcome. However, I get the impression that this time we have things to do with inspired creativity. It seems that the deputies in their constant zeal would like the Kremlin chiefs in the puddle - this amendment is clearly not beneficial. She breaks the Kremlin scenario on the unification of the Democrats and therefore, most likely, will not be supported.
Not that the absence of representatives of democratic parties in the current Duma greatly bothered the Kremlin chiefs. But they would still prefer that someone from the ATP or “Yabloko” dilutes the rotten United Russia soup and from time to time performed with informed critical remarks to the current government. Of course, one could also appoint a couple of resoners from United Russia, but this, you see, is a troublesome business. Surkov and the comrades had to write their revealing speeches, to explain each time what can be criticized and what not, to protect from repressions from colleagues, etc. And then prepared guys, with well -suspended tongues, with great democratic experience in the Kremlin and Fatherland, themselves perfectly understand what you can run into, and for which they will give a hat for. In a word, not the opposition is a candy. And it’s not a shame to present to the West. Not mossy and unknown Pleskachevsky with Reznik, but proven fighters of the Democratic Front, the old guard of the Yeltsin era.
Based on this logic, the Kremlin would not mind that in the next parliamentary elections some democrats overcame the seven percent barrier and occupy the Duma seats. But separately the ATP and the “apple” do not get into the Duma. For quite objective reasons - do not gain enough votes of votes. And of course, no one will “throw” the ballots on them. (It is impossible to “throw” both that and this. Enough of one “United Russia”.) Therefore, it is necessary to somehow unite.
According to some reports, the Kremlin a couple of months ago gave a fundamental consent to the unification of the ATP and Yabloko and even allocated a budget on this story. There are also two options in this scenario - you can form a new batch on the basis of existing structures, or you can simply form a single list before the elections. Which, of course, is easier. In addition, the method is run -in - a joint list of ATP and Yabloko with God and Luzhkov’s help won as many as three mandates in the new composition of the Moscow City Duma.
In fact, the desire of the authorities to merge the two oldest democratic parties in Russia is not only due to purely aesthetic considerations - so that the Duma looks better. There is also a political task: such a separate association leads beyond the framework of the parliamentary process of other democratic politicians whom the Kremlin considers (and I want to believe - quite reasonably) absolutely imprudent. This is, first of all, about Mikhail Kasyanov, Harry Kasparov, Vladimir Ryzhkov and Irina Khakamad. That is, it is fundamentally important for the Kremlin to prevent the creation of a really large united democratic party.
So in the ATP, not everyone agrees with the proposed form of a separate association. The leader of the ATP Nikita Belykh and a member of the political council of this party (by the way - responsible for the unifying process) - Boris Nemtsov are still opposed. But the Kremlin has not yet lost hopes to persuade them to cooperate. Moreover, the ATP is a party of multifaceted aspirations. There are a lot of those who believe that it is time to finish playing the opposition, it is time to negotiate with the Kremlin and take the usual places in the Duma.
So, taking a convenient option from the Democrats loyal to the Kremlin - to unite in the general list directly before the elections, the authorities greatly complicate the life of this, so to speak, “sane” part of the opposition. Under the current laws of Yabloko and the loyal authorities of the ATP representatives, it was possible to pull time, and then, supposedly from unprofitability, agree to the option of a single list. But if the amendments come into force, there will no longer be such an opportunity. Therefore, by this decision, the Kremlin drives “their” democrats in a corner. Why drive the allies into the corner?
