
The Central Election Commission (CEC) completed the acceptance of documents from parties for registration in the upcoming Duma elections on September 18. Of the 74 parties entitled to participate in the elections, they held congresses and drew up party lists-24. On time, they submitted lists-22 parties in the CEC, but in the documents of the Party of Social Reforms, shortcomings were discovered, and the “Social-Reformers” were removed from the elections.
There are no signatures - there is no chance
Of all the parties allowed, 14 can participate in the federal elections without collecting signatures. Among them, the parties, which were part of the State Duma of the sixth convocation - United Russia, the Communist Party, Fair Russia and the LDPR, as well as 10 non -parliamentary parties: “Apple”, “Party of People's Freedom” (Parnas), “Growth Platform”, “Rodina”, “Green”, “Civilian Force”, “Communists of Russia”, “Patriots of Russia” and the “Russian Party of Pensioners for Justice” (RPPS).
In addition, seven parties can go to the elections, provided that the required number of signatures will be collected. Of these, four parties want to participate in voting on party lists (“Union of Labor”, “Volya”, “Native Party” and “Great Fatherland”) and three in single -mandate districts (“Party of the Parents of the Future”, “Party of Renaissance of the village”, “The revival of agrarian Russia”). Thus, the maximum number of parties that will take part in the elections with federal lists is 18.
However, Alexei Makarkin, a political scientist, deputy director of the Center for Political Technology, in a conversation with NT explained that in reality, a maximum of 14 parties with a federal license will be able to take part in the elections.
Of the parties that need to collect signatures to participate in the elections, according to Makarkin, no one has a chance. Firstly, because collecting so many reliable signatures is technically difficult, and, secondly, the expert does not see political forces that would be interested in overcoming these difficulties: “Someone will probably try to collect signatures, someone will not be complete hopelessness.”
Among the 14 parties with licenses, according to Alexei Makarkin, the RPPS, which included the ex-governor of the Chelyabinsk region, State Duma deputy Mikhail Yurevich, is located in its list. After the party’s congress in a number of media, messages appeared with links to anonymous sources that the inclusion of Yurevich in the lists could occur “as a result of the corruption actions of a number of party members”. “Here the time is no longer visible for the new congress,” says Makarkin, “therefore, how many parties will eventually take part in the elections - 13 or 14, depends on how the crisis around Yurevich is resolved.”

Arguments for the authorities
The rest of the parties who do not need to collect signatures have no problems with registration will not arise, the interlocutor NT said. It makes no sense to shoot parties at the stage of registration, because almost all of them are quite loyal to power, "none of them passes some side." Yes, and the opposition parties, including Parnassus, according to Makarkin, are not worth expecting some problems with the admission, because they do not pose a big threat to the authorities: “As for the participation, for example, the Party of People’s Freedom, it is expected that it will get a weak result. And for the authorities, this may be an argument: look, we allowed, and voters did not support this party, which means that people are against it. ”
The next stage of admission to the elections should be the certification of party lists of the CEC, which should occur within a week - until July 20. On July 14, the central election commission has already approved lists of six parties (Communist Party, Fair Russia, the LDPR, the Communists of Russia, the Great Fatherland and the Union of Labor).

After the lists are certified by the CEC, the parties will be able to submit documents for registration, which ends on August 3. To this number will also have to collect signatures of the party who need it.
In total, a party that puts forward its federal list needs to collect at least 200 thousand signatures, and single -mandate - at least 3% of the number of residents of their district.
Elections to the State Duma will be held on September 18.
