The National Anti-Terrorism Committee, on behalf of President Dmitry Medvedev, nevertheless satisfied the request of Chechen President Ramzan Kadyrov and lifted the counter-terrorism operation (CTO) regime from the republic by a decision of April 16. At the beginning of the month it was said that troops would not be withdrawn from the republic, but that customs and the international airport would be allowed to open. And Medvedev himself said that the FSB should continue to control the situation in Chechnya (the question, however, is to what extent it has succeeded in this so far). However, it has now been decided that the fight in Chechnya will be conducted in the same regime as in other regions , and the Operational Headquarters in the republic was tasked with optimizing the composition of forces and assets of the Joint Group of Forces. The President of Ingushetia, Yunus-Bek Yevkurov, stated that he would not strengthen border security due to the lifting of the CTO regime in Chechnya.
