In July 1873, in the midst of the Fire Season, Dostoevsky read in the Moscow Vedomosti on a fire in the village of Izmailovo, Moscow Region and wrote a note about this in his “Writer Diary”. He was especially depressed by the fact that "by neglect, carelessness and drunkenness," the peasants did not have the most necessary instrument and the fire was extinguished by the puodists. "Not all, therefore, is still lost!" - with a bitter irony exclaims the novelist and wonders: "Is it really worth nothing, so you can’t drink it?
The following is a dramatic question: "By the way: who is now building up a burnt place in Russia in Rus'?" Previously, the landowners did this, and now, according to Dostoevsky, this "patriarchal method" should be replaced by the "development of folk credit institutions." The writer, however, stipulates: "True, at this moment there is a lot of money, if only they turned out through this" development ", it would go there, where axes with buckets." However, he still hopes for the prudence of the people: "Let the people still take a walk. And there ... Well, there will be wakes up."
Fires in Rus' were an eternal disaster like Mora or Hunger. The authorities never concerned about this. In the fate of Ivan the Terrible, the terrible Moscow fires of June 1547 became about the same as for Vladimir Putin the Kursk disaster. The fire then reached the Kremlin chambers. Ivan with his wife, brother and near the boyars left for the village of Vorobyovo, and without thinking about providing any help to subjects. The next day, an inquiry was made about the causes of the fire. Advisers of the king, writes Sergey Solovyov, "began to say that Moscow burned with magic: sorcerers took human hearts, uro them in the water, and this was a water in the streets - from this, Moscow burned out." The court intriguers directed the anger of ink against the Glinsky family. However, when an atrocious crowd appeared in Vorobyevo and demanded that the Princess Anna Glinskaya, the king, ordered the instigators to execute his grandmother from Ivan, and the rest fled themselves. Ivan did not forget and did not forgive the boyars of his fear.
It seems that the first monarch to provide the pastors of budgetary assistance was Catherine II. In June 1763, on the occasion of the next fire in Moscow, from which 852 houses burned down and 33 people were killed, she commanded the Pogorelians to give a free -free loan for a hundred thousand rubles for a period of 10 years - it turns out 117 rubles for each burning family. In addition, "a bun on the bars for a year of bread, to give outlessly one who is not able to work, because the others, which are still able to feed on their labors, especially under the future of a hairstyle, are not small in structure."
Subsequently, the no -impendable fireworks, along with other poor wanderers, settled into work houses, by the end of the century before last, renamed "Houses of House of Houses". There was no question of acquiring the economy at the expense of the state. From the treasury, money for Pogorelians did not stand out. Help was almost exclusively charity in nature.
Moreover: “burning” poverty, like any poverty, has turned into a fishing, which Vladimir Gilyarovsky tells about in his essays:
"The landowners came to the capital to live their income from estates, and their serfs - to extract money, some of which went to the rural pockets. It was done under the guise of a collection for" burned "places. Pogorelians, real and fake, came to Moscow families. Baba and children went to the sleigh with money and junk. Certificates with the stamp that the presenters of this go for the collection of donations in favor of the burnt village or village.
What a striking contrast with today! The Prime Minister personally visits the ashes, personally extinguishes fires by plane, personally sucks officials. The transcript of the selector meeting with the heads of regions resembles a report from the headquarters of the army.
"... up to the point that we drop the paratroopers who are organizing fires on the ground," reports Mari President El Leonid Markelov. “Today everything is put under the gun,” the President of Buryatia Vyacheslav Nagovitsyn echoes him. “The entire contingent involved is vaccinated against tick -borne encephalitis, and today we can put about 6 thousand of our citizens under the gun ... All funds and effort are put under the gun ..." Not a president with a rouge!
Webcams installed in burned villages and broadcasting the picture of housing construction directly on the desktop of the head of government are especially impressive. Here it is, vertical, here it is, manual control in action. But why does all this make the impression of a monstrous, cynical window dressing? Because all this is done for the picture - not a thing, but PR. Unlike many of my other compatriots, I will not contemptuously mock the clumsy servility of the inhabitants of the Mari village of Malya Shaplak, to which the president has descended. This report is like from the Schwartsevsky "Dragon" - what to do, they were taught so. But the authors of this report perfectly understood all the shamelessness of the situation - vigorous, as in the Pioneer Dawn, the lady’s voice broadcasts about confidence in the future, and the slightest hint of a stem or figure in a pocket in this masterpiece is not noticeable.
But compensation will object to me, because this is not PR, but real money , and Putin also doubled the amount provided for by law!
We approached the most exciting moment - the cut of the emergency. Five billion do not lie on the road. Only I can’t understand in any way: will Pogorelians receive three million for the burned house, as Putin promised, or at a market price, as he promised ? After all, the market price of a village house in the province is much less than three million - no one needs them, these houses are in God's forgotten wilderness. Before the onset of cold weather, in an open field, entire villages should be re -built, they will bring communications ... And they are still mounted cameras so that the prime minister can admire the progress of construction. And the vote of the bosses are already distributed there, that some, they say, himself burned their house in the calculation of compensation.
So this is only the beginning - the re -equipment of the Ministry of Emergencies and various related services are coming. Or, if, if you are pleased, it is still burning, and the Governor of the Moscow Region General Gromov is already ready for the projectile of watering of abandoned peat mining:
V.V. Putin: These 5 billion approximate financing are designed for these three years, right?
B.V. Gromov: This is 4.5 billion for only one area, and we have five areas.
V.V. Putin: So, it turns out somewhere under 20-25 billion?
B.V. Gromov: Something like that, yes.
V.V. Putin: Okay, okay.
Truly: to whom the war is to whom the mother is relative.
But it is in this crucible that not a window, but a real civil society, not ostentatious, but sincere solidarity come to life. Only one example is a civil association " Assistance Map ", which collects and systematizes proposals for donations and volunteering. These beautiful girls do more than the whole powerful army of Shoigu. They are clearly more necessary for Russia. So, maybe awakening will begin with them?
