The hunt is on

The head of the Federal Migration Service, Konstantin Romodanovsky, proposed canceling the registration of citizens at their place of residence if they have been absent from home for more than three months and have not registered anywhere else. He clarified that this is being done to combat the so-called “rubber apartments”, in which “200 people are registered at two meters”. Formally, however, the proposal looks as if it applies to any person living outside the place of registration.

According to Romodanovsky, cited by Interfax, if a person is not at his place of residence for more than 90 days, then on the 91st day, “if he is not in the records of our information system, which we are now creating, and we do not find him, so that he registered temporarily at another place of residence in Russia, then de jure it turns out that the person has disappeared. Well, the person hasn’t been here or there for three months, so we have to look for him.”
