So, the President of Kazakhstan Nursultan Nazarbayev met the expectations of those who saw a democrat in him. He refused to hold a referendum on the extension of his presidential powers and agreed to test his fate again in the popular presidential election. And again, like all previous elections, they will become early, Nazarbayev himself appointed elections for April 3 by his decree, almost two years earlier than a seven -year period expired in December 2012.
The fact that Mr. Nazarbayev will remain the President of Kazakhstan following the results of these elections is a medical fact. The digital expression of these results is already more or less understandable - about 95 percent of votes with a very high expression of voters. And not because these percentages were called the presidential adviser Yermukhamam Ertysbaev, but because the result of the popular will for Nazarbayev, who has ruled the country for twenty years, by definition, for each election, there is always more than the previous one. In 1999, he won with a result of almost 80 percent, in 2005 he increased his indicators to 91 percent, so that the figure of 95 percent should look beautiful and convincing. True, the results of the first nationwide elections of Nazarbayev, held on December 1, 1991, a week before the Belovezhsky agreements and three weeks before the final signing of the sentence to the Soviet Union, which took place in Alma-Ata, are somewhat knocked out. Then the elections were non-alternative, and the former leader of the Communist Party of Kazakhstan only did not reach a 100 percent result a little-he received 98.7 percent.
Nursultan Nazarbayev announced his decision to go to the elections at the 13th Congress of the Nur Otan party he headed by him on February 11. The congress was short-lived, six hundred of his deputies were enough for two hours to listen to the 50-minute performance of his leader (at the same time as the “leader of the nation”, in Kazakh “Elbasy”, this title was legally approved in December last year by the decision of the Parliament of Kazakhstan) and unanimously vote for his candidacy.
In order to describe the atmosphere of the Congress of the ruling party, monopolinely represented in parliament, it will be enough only to give quotes from the speech of deputy Vladimir Nekhoroshev. “Nursultan Abishevich is a genius from God and nature! (...) There can be no other sun in the sky. His Nursia - even further illuminates our country! And today there can be no other president except Nazarbayev. The people of Kazakhstan insist on this and this requires! ”
Recently, in another “Kazakh” article, it was already necessary to recall a quote from the Schwartsev “naked king” about such a rhetoric, when the first minister, addressing the crowned man, tells him: “Let me tell you directly, rudely, old man, sovereign! .. Forgive me my unbridledness, you are a giant! Light!"
Similar pictures from the life of modern Kazakhstan today are already not enough for anyone. Even if the observant journalist who followed the congress in the hall of Mr. Nazarbayev noted that, listening to the glory, he "looked embarrassed and smiled."
We are talking about something else, about the impressions of the congress, which were shared with the general public, two Russian guests who were present there in the party line, “United Russia” Vladimir Pekhtin (first deputy head of the YP faction in the State Duma) and Konstantin Kosachev (chairman of the Duma committee on international affairs).
The first of them, like the Kazakhstani deputy Nekhoroshev, is enough to quote, detailed comments here are unnecessary. Vladimir Pekhtin called Nursultan Nazarbayev "the wisest politician of our era." It is good that we are already in the 21st century, otherwise the unforgettable and expensive Leonid Ilyich would have turned over in the coffin, having learned that the leader of his era was found more wisely than he ... according to Pekhtin, “if the party had the opportunity to take part in the upcoming elections of the President of Kazakhstan,“ then the whole “united Russia”, starting with its leader Vladimir Putin to all its many supporters, I would vote for Nazarbayev.
I have no doubt!
At the same time, Pekhtin noted that United Russia cannot affect the elections of a sovereign state. He added that the party will support the national leader of Kazakhstan "with all his soul."
Konstantin Kosachev also did not do without the Schwartsevsky "unbridledness". In an interview with Kazakhstan Pravda, he stated that “Nazarbayev“ is one of the brightest leaders of our time ”and wished the“ people of Kazakhstan not to be mistaken in choosing ”“ in the upcoming elections ”. However, Mr. Kosachev, clearly realizing that this wish sounds quite comical, immediately added: “I'm sure the choice will be right.”
A high -ranking thought was much more spent on his blog, where his impressions appeared in the evening of the same day when he witnessed the triumph of Kazakhstani Elbasy at the congress. Here you can not do without quotes, the impressions of Mr. Kosachev seemed painfully expressive.
Talking about how Kazakhstan decided to preserve Nazarbayev at the head of the state, he writes: “To the honor of Nursultan Abishevich, he rejected seductively easy ways and, preserving the constitution, goes to the elections ...” It is a pity that Konstantin Iosifovich did not bother to ask, for example, the presidential presidential presidential presidential presidential presidential Elections. Otherwise, he would have learned that this happened thanks to the amendments to the Constitution specially and hastily adopted by parliament immediately after Nazarbayev rejected the proposal of the same parliament to hold a referendum. That is, in any case, it was not possible to “save” the basic law, which, unfortunately, Mr. Kosachev never saw.
Then, obviously not hiding satisfaction, he notes that “did you leave (have left?) Those when the then US Vice-President Dick Cheney could collapse from Vilnius to Russia with a dentist criticism and literally the very next day“ applaud democracy in Kazakhstan ”,“ It is enough to recall the current one-party composition of the parliament ”. Mr. Kosachev’s outright amnicia, which, which seems to be “applause” to Kazakhstan democracy, seemed offensive, can be understood. But so that such an impression of his words does not work out, he lists the successes of Kazakhstan, which he achieved due to “in obvious outsiders, from the point of view of American or European democratic standards”: “The first in the world in terms of export of flour, the seventh in the world in terms of export of wheat, there was a net of exporter about ten years ago ...”
Even according to the laws of strict logic, it is difficult to catch the connection between democratic outsidies and high indicators of the export-raw economy. Is the Kazakhstan torment and wheat to regularly and real political competitions regularly and on time would not find their way to world markets? On the other hand, maybe Konstantin Kosachev really accurately reflected the tendency characteristic of authoritarian regimes, where GDP growth is achieved, first of all, due to the disposal of resource reserves.
Further, Konstantin Kosachev began to share his thoughts with readers of his blog about the perfect democracy, which means for him “a combination of pleasant with useful”. According to this formula, “pleasant (and as important as useful!) Is freedom of speech, freedom of assembly, freedom of conscience, freedom of thought and other really important freedoms that liberate human energy and creativity, creating competitions and positions that reveal the best and pushing the worst.
But if all this is “pleasant”, the “unicorn” continues, does not produce a final applied product - it does not solve relevant and urgent problems for people - it turns out to be deadly. ”
Of course, all of the above considerations of the famous Dumets relate to failures with the vaccination of Russia of democracy in the 90s, "when democratic steam went into a whistle in many ways." “And this is wrong,” says Mr. Kosachev.
At this place, he stops his risky thoughts for the representative of the Russian Party of power and moves on to the realities of Kazakhstan, who “with seizures in absolutized freedoms”, although “with obvious distortions and imbalances, turns out very well” ...
But if everything is so remarkable, why the same Konstantin Iosifovich, after his Kazakhstani colleagues, is trying to convince someone with strange perseverance that “Nursultan Abishevich is rightfully recognized as the leader of the nation and is absolutely worthy, he has the right to occupy the post of head of state and further ...” It is the impression that in this right, except for Kosachev, they are not very sure of those in Kazakhstan, who gave it to Kazakhstan. This is the right to Nazarbayev, having recently adopted the law that he can run for a presidential post without limiting the number of terms. In other words, Nazarbayev’s legitimacy as a practically legalized lifelong president is doubtful not only by adherents of democratic standards ...
We draw attention to the fact that Mr. Kosachev does not concern the very slippery topic regarding the reasons for the haste, with which Mr. Nazarbayev “steals” almost two years of the presidential term allotted to him. Really, for the third time in a row (with a break to the referendum to extend his powers in 1995), arranging early presidential elections, Nazarbayev tries to “knock out a stool from under the feet of the opposition”, preventing her from consolidated? Indeed, in the presidential environment, she is not called "dwarf", as a "dwarf". Why have n't these elections have been held on time over the past 20 years? After all, the faith of the people in its Elbasy has no boundaries, as claimed in Astana. What are only five millions of votes for holding a referendum collected in half a month!
What is there behind the horizon in Kazakhstan after April 3, is it really necessary for all this rush to reliable the operation of the successor? Indeed, for which time, rumors about the serious illness of the leader of the nation are spreading in the country ... If so, of course, you can understand the head of the Duma Committee on International Affairs, rejoicing in the fact that Russia is in the first place in the list of geopolitical priorities listed by Nazarbayev, and only China, the United States, and the European Union are located behind it. “I would like to believe,” says Mr. Kosachev, “that this Kazakhstani strategy will find a oncoming movement on our part.” And then with a hint adds: "And not only in the sense of bilateral relations."
The last remark even intrigues with its mystery. Does the Duman from Osra consider that from the Kremlin, unlike the White House, there is not enough signals in support of Kazakhstani Elbasy. So, Mr. Pekhtin brought Nazarbayev a letter from the Russian prime minister with good wishes, and nothing of the such Elbasy was transferred from the President of Russia.
