
The Soviet Union has achieved a lot than to rightfully be proud of. However, having gone, in the words of Churchill, the state could not (although at times really wanted) to normalize the life of its citizens could not (although at times really wanted to). As a result, it, like the tsarism preceding it, deprived itself of the opportunity to explain to them the meaning of its existence - and after that it collapsed almost as quickly under the load of public contempt.
In the 2000s, in Russia, the systematic destruction of the best qualities of the Soviet Union (like a social sphere, personal security and a relatively little corrupt bureaucracy) was accompanied by the equally systematic revival of its worst parties-the arbitrariness of officials, “telephone law”, political repression, censorship in the media, massive assignments and, in general, habit of everyday total lies.
It would be naive to expect that this policy will affect only the sphere of public life. In the absence of traditions, religion, ideology and court, society draws ideas about the norms of morality from the daily behavior of the “authorities”, sensitively copying in the everyday life of the state.
Therefore, the revival of the worst features of the “scoop” in political life immediately brought similar features and to everyday life - from massive people in production (modern managers do not always understand the Soviet joke about theft at the construction of a bucket of cement: in some cases it became a prose of life) until the full decay of services.
Of course, the mess in it is not exclusively a prerogative of a non -market economy; To make sure of this, anyone can open the wonderful collection of Vail and the Genis “American” and read there a heartbreaking story about the purchase of a team of furniture, which was impossible to collect. At the same time, the population of the USSR suffered from exactly the same inconsistent furniture, explaining their problems with deficiency and communists. Although in the USA there was neither one nor the other, this story could be safely printed in Crocodile (in fact, such articles were printed there). I will give only one phrase from memory: "The exploding" Challenger "was made by the same employees who made these regiments."
However, there is no doubt that the deficit created by the non -market system of total distribution significantly enhances all the “ordinary” shortcomings and problems of the service sector.
In today's Russia, the ruling bureaucracy does not fall to the total distribution of goods and material goods, as in the USSR; She achieved almost the same social result with much less effort, concentrating on the distribution of social status and sharply limited competition in this most important sector.
However, the result, achieved relatively “low blood”, is the same - deeply non -market, in fact, with all the external marketness, a distribution economy.
And today, Russian consumers feel the corruption of society and, in particular, the manufacturer, described in all details with their own skin and wallet. In fact: why do it qualitatively, when success - both social and commercial - is determined by proximity to power?
The situation was aggravated by the reform of education, which finally torn the structure and quality of education from social needs, and only partly the general degradation (in order not to say accounts) of the population, as a result of which a person who can do anything qualitatively with his hands (and generally wants to earn money with his labor) becomes increasingly rare. The shortage of such people is growing. And not only by doctors, lawyers and teachers, but also by plumbers, repairmen, electricians, builders and even maular are increasingly arranged “by acquaintance”, “on recommendation”, trembling trembles in front of the carriers of scarce skills and garbage in the sweaty fist - just like it was in the “scoop”, and sometimes even worse.

Compared to the USSR, the situation further exacerbates the formation of the middle class, all the forces and time of which are spent on making money. Accordingly, without the physical ability to conduct long -term litigation, it becomes an easy and unrequited victim of various scammers and simply sloppers.
The way out of the situation, even within the framework of the existing state, is simple - tightening the punishment for unfair advertising, for example, by equating it to fraud.
A classic example is an advertisement for the repair "service 788-88-88". The official slogan “Everything for all” immediately excludes any reasonable specialization, and, therefore, the quality of services. And the promise “apartment repair of any complexity within three days” is either a direct lie, or a promise to violate repair technologies and, accordingly, make repairs poorly.
Representatives of this company, taking an advance one a month before the start of work, were searched for and could not find the masters to put a square meter of tiles in the center of Moscow within two weeks after the deadline they set. At the same time, they regularly set the deadline for the arrival of the master and never bothering to warn that he would not be (though, once out of four “masters” they still reached, but admitted that they were plasters and put the tiles). At the same time, representatives of the company openly explain that the law has not been written for them, and no responsibility stipulated by the Law on the Protection of Consumer Rights, they are not going to bear for violation of their obligations and a mockery of the client.
The tourist agency "Repit", specializing in Italy, managed to buy a children's ticket to a teenager, oathly convincing him of the absence of problems (his parents were simply lucky that he did not believe the kind manager - they rang out to the Moscow representative office of the airline, where they were not explained that it was impossible to use such a ticket).
On the eve of the departure, the Repit agency was just as kindly informed the client that part of the tickets sold by the agency is invalid - they say, "it happens." However, the leadership of this agency is good in understanding the rough swearing and, faced with the client with open rudeness, still begins to try to fulfill his duties (although still confusing everything that is possible).
But everyone was surpassed by the quiet seller of the Ai-O-O store on Taganka, who managed to close him on the password before selling a laptop to the client and, of course, did not complicate his password reporting that. When they nevertheless phoned him, he admitted that he did not think that the password he had introduced would ever need the buyer and, despite all his efforts, could not call him correctly (so the buyer himself had to guess what kind of mistakes can be made in the word user).
And the Chocolate Network (with the exception of perhaps located on Komsomolsky Prospekt) is simply famous for its leisurely service. In her establishments, you can have time to hold a full meeting before the waitresses wandering around the hall at least bring the menu.
