A number of public non-profit organizations located in Moscow received faxes from district prosecutors' offices demanding that they provide a huge number of documents about their activities. The organizations include the Russian branch of Transparency International and Human Rights Watch, the Golos Association, the Moscow Helsinki Group, the Center for the Development of Democracy and Human Rights, the Public Verdict Foundation, and the Social Information Agency. The district prosecutor's office carries out the orders of the city prosecutor's office. It is noteworthy that a huge number of documents must be provided in an incredibly short time: for example, a fax to the Moscow Helsinki Group arrived at half past twelve in the morning, and the documents had to be brought to the prosecutor’s office at eleven in the morning. There is no talk of any criminal cases; everyone explains these actions solely by global verification.
