That's why in Europe (and in general in the West) there are large fines - it is so for speeding. The maximum fine was recovered in Finland and amounted to 200 thousand dollars, because in Finland the fine is calculated as a percentage of earnings, and then a young heir was fined, who earned $ 11 million that year. In Norway, you can get a fine of 10% of the annual income, plus arrest.

In the United States, you can easily get a fine of $ 2500; In Canada, he theoretically can compose 25 thousand dollars (although, of course, it is more common to get rid of a thousand). In France, Switzerland and Italy, the highest rate is $ 2100, in Germany - $ 623.

I bring these figures in order for the reader to understand how seriously in the West they relate to the racer who violates the rights of other persons to life. As for the fines for rallies, the situation is exactly the opposite. The first amendment to the US Constitution guarantees the right of citizens to freely gather, and this right is absolutely sacred.

The movement -JOCPYWALLLSTRETNE is particularly constructive. This is an extremely left movement with destructive slogans and a totalitarian mentality (which is only one, quite Stalin, the slogan of “we 99%”). Its participants often get involved in skirmishes with the police, block the streets and provoke the state to response violence.

I did not find a single mention in the network that someone from theCCupy was fined. He was detained for the overlap of the street (and released the next day) - yes, detained for unrest, got into prison for finding an illegal weapon - please. But the fine is not a cent. In the USA, for violation of speed, you can get a fine of 2.5 thousand dollars. If you did not obey the policeman’s order, you can get a bullet, but if you stood with other occupiers and threw the police with stones and firecrackers, then the maximum that shines for you is a day in the site.

This is the essence of American democracy. This is Must. The citizen’s right to demonstrate is much more inviolable than the right to ride at what speed you want.

The same in Germany. Here are just a few of the last demonstrations. On March 31, in Frankfurt, about 3 thousand local “occupiers” threw stones, fireflies and bags with paint, protesting against the policy of reducing expenses. 200 people were detained; No mention of fines.

On May 9, 2012, 600 Islamists blocked the road of a tiny (30 people) anti -Islamic demonstration and attacked the police who tried to interfere with them. 29 policemen were injured (two were almost stabbed), the attackers were arrested - no references to fines.

June 3, Hamburg. The extreme left again blocked the path of demonstrating skinheads, built on the path of the permitted demonstration of the barricade and set them on fire; Throwing with stones, paint and firechers to the police. 38 police officers suffered, 700 people were arrested, and 1.5 million euros were damaged by damage to the city. About fines - no mention.

It is true that theoretically in Germany, a nasal rally can be fined $ 640 (which, you see, not $ 9,000, as in Russia), but this norm does not act de facto. At the Germany site, the amount of the corresponding fine is indicated in brands, the use of which Germany refused ten years ago.

In Britain, about 1000 pounds can be paid for an illegal rally (which is again much less than in Russia), but in reality the fine is 50-100 pounds.

The same in France. Theoretically, there for an illegal rally that violates public peace, you can get a year of prison or 15 thousand euros, if the rally does not disperse after two warnings. But if you look at the real news, then the maximum that you will find is fines with raging fans or women who intentionally go out to protest the street in the burqa against the law on its wearing (they have a fine of 150 euros).

But, of course, the main problem is different. Not in the formal size of fines, but in reality. You can not have fines, as in the USA. You can not apply them, if there is a point in the legislation, as in Germany - and I'm not sure that this is good. But, in any case, in the West you yourself decide whether you provide disobedience to the authorities or not; In Russia, the authorities decide for you.

In order to find analogues of Putin’s law, you need to look not at Europe, but at completely different countries. So, on March 23, 2011 (that is, a month after the overthrow of Mubarak), a law was adopted in Egypt, according to which persons calling or organizing a mass protest can be fined 100 thousand.

But the most amazing incident occurred in Zimbabwe: people were arrested there, who, having met, watched the video (!) About revolutions in Egypt and Tunisia. For this terrible business, six Zimbabvians were going to sentenced to 10 years in prison; But they changed their minds and sentenced to $ 500, which in the poor Zimbabwe is more than average annual wages.
