As soon as the obedient Moscow City Duma approved Sergei Sobyanin as mayor of the capital, the now former deputy chairman of the Duma, secretary of the presidium of the general council of United Russia, Vyacheslav Volodin, moved to his chair at the head of the government apparatus.
