The administration of Nalchik refused to authorize the Council of Elders of the Balkar people for the rally. The story is painfully familiar: the Council of Elders protests against discrimination against the Balkar people, demands the implementation of laws and (this is truly terrible extremism) regularly asks the authorities where the three billion dollars allocated for the restoration of the republic have gone. As a result, the Constitutional Court made a decision in which it confirmed the validity of the claims, including the restoration of the status of Khasanya, Belaya Rechka, Dugulubgei and the return of lands seized as inter-settlement territories. Local authorities do not comply with the decision of the Constitutional Court; the Council of Elders decided to hold a protest rally. It was forbidden to hold a rally (despite the fact that, as has been repeatedly said in connection with marches of dissent, no authorities have the right to prohibit rallies, since approval by law is of a notification nature). However, the action was prohibited, the organizers do not agree with the illegal decision, and the action, despite everything, must take place. Without reinventing the wheel, the authorities are threatening the organizers with “adequate forceful actions,” and on Abkhazia Square, where a rally was supposed to take place on July 14 at 11:30 a.m., renovations unexpectedly happened - the entire square was dug up, and a variety of equipment is desperately being driven there. Like this: the problems are different, the authorities seem to be the same, but the methods are painfully similar.
