The negotiation race, in which Russian and American diplomats participated for several months, ended in nothing. They failed to prepare a new treaty on the reduction of offensive arms before the expiration of the START I Treaty. In a special statement dedicated to the expiration of START I, the Russian Foreign Ministry only indicates that “intensive work to prepare for the signing of a full-format bilateral legally binding treaty on measures to further reduce and limit strategic offensive weapons is nearing completion.” At the same time, the Ministry of Foreign Affairs said nothing about the regime in which the nuclear forces of the two countries, which find themselves in the “gray zone”, outside the systems of mutual control, will coexist. Some experts believe that the Russian military is interested in creating such a “gray zone”, intending to begin deploying the RS-24 missile, which was prohibited by the START-1 Treaty.
