The Moscow authorities approved the amendments to the law on property tax, which have been introducing tax in 2015 based on the cadastral value of real estate. Having received the opportunity to independently determine the tax rate from 0.1% of the cadastral cost of housing to 0.3%, the metropolitan Duma went to a compromise option. A progressive scale will act. Owners of apartments, the cadastral value of which is below 10 million rubles (as a rule, one-two-room housing on the outskirts) will be covered at a minimum rate of 0.1%. Those who have real estate estimated at 10-20 million-0.15%, 20-50 million-0.2%, 50-300 million-0.3%. Owners of even more expensive property will be taxed at a rate of 2% of the cadastral value.

So now you can apply the same scheme to the progressive scale adopted in Moscow. At the same time, it should also be borne in mind that the Moscow authorities will subtract 20 square meters from the taxed area of apartments.
You can, of course, would talk about the social justice of this kind of progressive scale: the rich pay more, the poor - less. But the cadastral value of Moscow apartments depends not only and not so much on the footage as on the area. And the inhabitants of the center of Moscow - any residents of the center - are by definition under the blow.
Most of the experts from the very beginning predicted that after the entry into force of the new property tax, the gradual washing out of the not very wealthy residents of the center on the outskirts will begin. In current economic circumstances, the process can take a truly massive character.
Talks about the vestige vesting at the cadastral value instead of an inventory (according to BTI) have been fought for a long time. However, in the context of a pre -crisis economic paper, a sharp increase in property tax would be compensated by the growth of real income of citizens. Now, instead of compensation for Muscovites, aggravation awaits. The collapse of the ruble, the increase in food prices due to antisanctions, stagnation in the economy and the almost stopped increase in nominal salaries-all this has already sharply increased the number of families that barely reach the next salary. Consumer lending has already rested on the “ceiling” - the share of “bad” loans is increasing menacingly. It becomes almost impossible to re-be re-wrapped due to growing, as on yeast, interest on loans (and how they do not grow when the ruble makes such somersaults). In these circumstances, take and lay out - albeit once a year - a rather significant amount for many families is very difficult.
All this can be the last straw that will provoke a bursting of a bubble in the capital's real estate market in the last one and a half decades. So if someone was going to sell a Moscow apartment, it was necessary to do this yesterday.
