Sychev’s sister Marina Muffert refused to take the keys to the apartment from representatives of the Volga-Ural Military District, which was offered as compensation for the damage caused to her brother. The woman insists that the military did not fulfill the promises of the Russian Defense Minister to transfer ownership of the apartment. In response, officials stated that Sergei Ivanov did not make such a promise, and the housing code allows housing to be transferred only for rent. In order not to stir up a scandal, the military may quite possibly decide to break the law.
